As an Management Analyst, you will perform a wide variety of analytical studies and projects related to improving office management and productivity as well as enhancing management controls and performing long-range planning measures. In addition to performing studies, analyzing collected data sets, synthesizing results, the Management Anlyst is also responsible for long term resource tracking, including staffing, fiscal requirements, software, and equipment, to assist with the effort of ensuring the program is properly resourced to meet its mission.

Responsibilities/Duties:
- Serve as the point of continuity to senior level, mid-level, and technical staff in the Office of Open Source Intelligence and the Threat Investigation and Analysis Directorate, providing direct support to the OSN Mission Support Team Lead, reserving inherently governmental functions for the Team Lead to perform.
- Applies analytical and evaluative methods, both qualitative and quantitative, in conducting in-depth research projects.
- Develops working relationships with key personnel at all levels of the Office as well as relevant Directorate, Bureau, and Department personnel.
- Responsible for leading and conducting research and analysis into infrastructure issues and initiatives for resolution strategy development, communicating findings based on market research to the Mission Support Team Lead for resolution strategies.
- Manages and analyzes administrative processes and programs, assisting the Mission Support Team Lead by drafting resource request recommendations.
- Monitors the use and financial execution of resources in accordance with OSN strategic goals and objectives, continuously analyzing administrative processes and SOPs.
- Exercises routing coordination with all facets of DS functional management to objectively communicate new guidelines, legislation, policies, and regulations that affect the operation of each OSN program.
- Develops and drafts correspondence letters, memos, email, instructions, and directives for management signature.
- Compiles and seeks approval from Government Personnel of drafted internal standard operating procedures (SOPs), policies and guidance. Collects Office inputs and approvals for all pertinent Department and DS policies, procedures, and guidance, including FAM and FAH materials.
- Coordinates, drafts, and garners approval for the Office of Open Source Intelligence yearly Program Plan and Quarterly Progress Report (QPR).
- Performs a variety of duties related to special projects involving complex Office issues.
- Develops recommendations, disseminates, and maintains current directives covering administrative aspects of office operations.
- Serves as liaison with Bureau human resources and budgetary personnel on budgetary constraints, training requirements, and travel arrangements, ensuring government personnel remain in compliance.

- Attends Office, TIA and DS inter-office meetings alongside the Team Lead, pertaining to issues directly affecting the administration of the Office of Open Source Intelligence.
- Drafts a variety of memoranda, briefing documents, status reports, and cables by collecting, analyzing and defining data requirements and specifications in accordance with Bureau and Department standards and regulations.
- Serves as primary Office representative during TIA resource-staff meetings.
- Develops/updates an Office file management plan in order to comply with applicable Federal Record Retention requirements.
- Serves as a coordinator for the disposition of office records.
- Aggregate procurement request information in preparation to meet Office requirements for travel and training. Validate requests through analysis and comparisons with data from other sources.
- Serve as the OSN subject matter expert for travel, a significant activity for OSN. Facilitate employee travel orders in DS travel software system and troubleshoot issues including flight and lodging conflicts while personnel and overseas as well as the drafting of memos regarding reservations to go to TIA leadership as needed.

Required Qualifications:
- Bachelor’s Degree and at least 8 years of relevant experience or 12+ years of relevant experience without a degree.
- Strong ability to communicate effectively and succinctly, both verbally and in writing
- Experience in a wide range of quantitative and qualitative techniques for analysis.
- Knowledge of resource management principles, methods, and practices.
- Comprehensive knowledge of the Diplomatic Security mission, programs, operations, objectives, policies, management and
- organizational techniques, systems, and procedures.
- Knowledge of Bureau and Department standardized administrative practices and procedures for conducting studies of work processes in various organizations.
- Proficiency in the use of Microsoft Office suite, such as SharePoint, Outlook, Visio, and Excel, to prepare reports, evaluate
- information, and similar products necessary for effective administrative and operational duties.
- Familiarity with federal statutes, regulations, and guidance regarding personnel, financial and material resources.
- Experience with budgetary theories and principles in order to carry out elementary assignments, operations and procedures as approved and guided by Team Lead.
- Ability to extract, review, and analyze numerical data in order to prepare reports and analyses.
- Ability to integrate data into usable formats and summaries.
- Ability to prepare project papers and staff reports and deliver briefings to management as needed.
- Ability to establish effective liaison at all levels throughout the Bureau and the Department in order to exchange information vital to mission success.
