Job Summary

The Live Well at Home Grant Specialist oversees and manages the grants and contracts processes initiated and administered by the Resource Development Unit within the Aging and Adult Services Division. The position develops and manages the processes, documents and records associated with grants, contracts and interagency agreements, and ensures compliance with federal, state and agency requirements.

Responsibilities include:

  • Serve as subject matter expert regarding the contract process
  • Gather input for and develop Requests for Proposals (RFP), grants and contracts for the Aging and Adult Service Division and Minnesota Board on Aging Grant Programs managed by the Resource Development Unit
  • Review grant proposals for fiscal and program compliance
  • Evaluate the technical merit of proposals
  • Assist with coordinating contract negotiations
  • Conduct program and financial evaluations of grants

Qualifications

Minimum Qualifications

Two (2) years professional experience developing and managing internal administrative process for tracking grants, contracts or agreements.

Experience must demonstrate the following:

  • Financial management and analysis techniques sufficient for use in business planning, problem identification or resolution
  • Draft and finalize reports or contracts
  • Identify, communicate, analyze or resolve problems with short and long range budget implications

Bachelor’s degree in Gerontology, Community Development, Social Services or related field may substitute for 1 year of professional experience OR Master’s degree in Gerontology, Community Development, Social Services or related field may substitute for 2 years of experience.

Preferred Qualifications

  • Experience with online grant management software platforms to assist in streamlining the grant management process
  • Use Microsoft Office Suite (Word, Excel, Access, PowerPoint), SharePoint, Adobe Acrobat DC (edit, create, organize PDFs), DocuSign and other systems used in the daily departmental business; ability to learn, understand and apply new technologies
  • Produce statistical and fiscal data for a wide-range of technical and non-technical audiences
  • Analyze data, information and legislation to evaluate potential financial impacts for project, grant and agency operations and programs
  • Apply understanding of the State’s contract administration requirements, including associated forms and procedures, accounting and budget transactions, and implementation checkpoints and timelines
  • Variety of experiences working effectively with others from different backgrounds and cultures

Additional Requirements

  • A Minnesota Department of Human Services (DHS) criminal background check will be conducted on all finalists for this position. Finalists must pass the DHS background check.
