Licensing Assistant Job at US Nuclear Regulatory Commission
Duties
The successful candidate will perform the full range of licensing assistant duties.
Such duties include but are not limited to:
1. Reviews licensing actions and assigned activities to ensure nontechnical safety and environmental data submitted by applicants/licensees are present and conform to applicable NRC regulations and guides. Reviews correspondence from applicants/licensees and advises the project manager of additional information required, as necessary.
2. Reviews licensing actions, assigned correspondence, memoranda, controlled correspondence, director's decisions (under Title 10 of the Code of Federal Regulations (10 CFR), Section 2.206), and allegation responses and documents to ensure compliance with applicable editorial and correspondence standards. Processes preliminary environmental assessments and completes noticing actions to allow issuance of exemptions and other licensing actions within scheduled deadlines. Maintains records of branch licensing actions, correspondence, communications, and the plant-specific Listserv distribution. Maintains any databases/tracking systems necessary for the branch. Occasionally originates correspondence to licensees and to Federal, State, or local officials.
3. Evaluates license and/or Technical Specifications (TS) changes against (1) existing license and/or TSs (authority file), (2) amendment request, and (3) proposed changes to identify potential inconsistencies. Discusses revisions/issues of pages being revised with the project manager and/or licensee contact. Provides independent quality assurance check to ensure uniformity, consistency, and the integrity of NRC practices are maintained. Consults with subject matter experts, the Office of the General Counsel (OGC), lead reviewers, project managers, supervisors, more senior Licensing Assistants, and other NRC personnel to resolve various administrative issues that arise.
4. Reviews revisions to the Commission's rules, regulations, and procedures to determine impacts on the licensing process and to develop administrative methods of implementing new requirements. Serves as a focal point in the assigned branch as the most knowledgeable person on administrative aspects of NRC rules, regulations, and procedures applicable to the licensing process.
5. Assists in preparing license amendments, orders modifying licenses, license renewals, public meetings, and indemnity agreements and processes them to completion. Assists project managers in reviewing and editing input submitted by technical reviewers. Occasionally originates notices for biweekly or individual publication in the Federal Register of all proposed licensing actions that may involve a No Significant Hazards Consideration and reviews Federal Register notices and letters to applicants and licensees.

Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.
The ideal candidate will be able to demonstrate the following:
1. Knowledge of NRC rules, regulations, and complex procedures associated with a licensing program as they relate to administratively processing licensing documents.
2. Ability to review and edit complex documents to produce clear, concise, meaningful documents and correspondence.
3. Ability to execute procedures and workflows, manage a high quantity of work under tight deadlines, and manage competing priorities.
4. Ability to solve problems by identifying issues and causes and proposing and implementing solutions.
Specialized Experience for this position:
GG-8: Specialized experience which demonstrates the knowledge, skills, and abilities to perform a wide range of administrative duties such as: Skill in operating computer equipment sufficient to prepare correspondence, memoranda, presentations, and reports in final form. Ability to organize the flow of administrative work, to maintain and organize an adequate filing system, and to locate and assemble material for reports and meetings. Ability to handle multiple, time sensitive tasks. Knowledge of format and clerical procedures in order to proofread documents and arrange a variety of materials from different sources in an organized, workable manner. Familiarity with administrative policies and procedures to properly prepare correspondence, respond to inquiries of a routine and non-routine nature, record minutes of meetings and conferences, and respond to phone calls and inquiries.
GG-9: Specialized experience initiating, coordinating, monitoring, reviewing, and/or processing into final action licensing actions, Technical Specifications, or other related documents and communications ensuring compliance with non-technical administrative aspects of NRC rules, regulations, and procedures applicable to the licensing process. This work was performed under close or general supervision. New and unusually difficult and complex assignments are referred to the supervisor or other Subject Matter Experts (SMEs) for guidance.
GG-10: Specialized experience initiating, coordinating, monitoring, reviewing, and/or processing into final action licensing actions, Technical Specifications, or other related documents and communications ensuring compliance with non-technical administrative aspects of NRC rules, regulations, and procedures applicable to the licensing process. This work was performed under moderate supervision.
GG-11: Specialized experience initiating, coordinating, monitoring, reviewing, and/or processing into final action licensing actions, Technical Specifications, or other related documents and communications ensuring compliance with all non-technical administrative aspects of NRC rules, regulations, and procedures applicable to the licensing process. This work was performed under normal and/or little supervision.
Additional information
The duty location of this position is Rockville, MD. In general, employees are expected to be in the office at a minimum of 4 days per pay period**. Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
