St. Johns County Board of County Commissioners is seeking a Manager of Administrative Services for our well established Library Services Department whose headquarters are located in beautiful St. Augustine, Florida.

SJCPLS encourages a love of literature, the arts, and lifelong learning by providing a variety of information, resources, and entertainment to the community. Our libraries serve all areas of St. Johns County, including St. Augustine, Ponte Vedra Beach, Fruit Cove, and Hastings. The Library System has six branches, two bookmobiles, and offers books-by-mail service. In addition to books, periodicals, and online databases, SJCPLS offers computer access, notary services, Inter-Library Loan, access to a Seed Library, test proctoring, and many volunteer opportunities. The Library System also offers a dynamic range of programming for adults, teens, and children.

The newly selected Library Manager will oversee the overall Administrative Services activities for the Library System including financial, budgetary and administrative functions. The Manager will plan, execute and monitor the Administrative Services functions of the Library Department. Success in this position contributes to the efficiency and effectiveness of departmental operations.

Examples of Duties:

The ideal Library Manager of Administrative Services must possess St. Johns County’s core values of compassion, innovation, and trustworthiness and must work well in a collaborative team environment. Some of the specific tasks include but are not limited to:

  • Plans, develops, manages, and evaluates the financial, budgetary, and administrative functions of the Library System.
  • Ensures departmental compliance with Library Board directives, Library Long Range Plan, Library System policies and procedures as well as all local, state and federal laws.
  • Monitors and reports on the department’s annual and monthly expenditures and revenues.
  • Provides professional and technical guidance in the areas of budget, finance, operational analysis, and administrative procedures.
  • Researches, develops and implements fee schedules. Develops various ad hoc reports, narratives, and analyses.
  • Directs the preparation and execution of the Library CIP, Operations, Maintenance, and Revenue budgets.
  • Develops, monitors and enforces policies, rules and procedures for the effective operation of the Library System.
  • Administers all fiscal related functions for the Library System including but not limited to; budget and contracts; recommended staffing levels, equipment, materials, and facility needs.
  • Performs and/or oversees managerial and technical duties related to budgetary control such as authorizing invoices for payment, receiving and allocating revenues, etc.
  • Analyzes annual department budget proposals for impact on library services and programs and makes recommendations.
  • Initiates and coordinates grant projects that support programs and services for the Library System.
  • Directs specialized activities related to grant programs such as budget development and documentation, coordination of required activities to meet deadlines, and the development of initiatives and intake methodology.
  • Participates with the Management Team in the development of departmental planning of objectives, goals, programs, policies, services, and activities of the Library System.

Typical Qualifications:

Candidates for the Library Manager of Administrative Services are encouraged to apply if they meet the following minimum qualifications:

  • Master’s degree in Public Administration, Business, Finance, Economics, or related field from an accredited university or college. Master’s degree in Library Science from an ALA accredited university is preferred.
  • Minimum three (3) years of progressively responsible paid experience working in library or business administration; including two (2) years working in a supervisory capacity.
  • Must possess and maintain a valid Florida driver’s license.
  • Must possess excellent interpersonal and communication skills in order to serve others.
  • Must possess the skills to operate general office equipment, basic computer equipment, and software.

Pay: $62,688.60 - $79,038.97 per year
