Reporting to the Executive Director of Code and Rule Implementation and the Senior Project Manager, the Legislative Project Manager will assist in ensuring optimal implementation of code, rule, and law. This individual will also provide legal and project management support in major initiatives including development of a waterfront code and consolidation of the Building Code. Additionally, the successful candidate will join DOB NOW requirement sessions to help assess, coordinate, and advance with internal stakeholders the new rules or code that will need to be developed as the Agency modernizes the mainframe.

The attorney will:
  • Conduct and assist in project management and business analysis work, such as the mapping of as-is and to-be business process flows, creation of scope documents, project plans and business requirements as it relates to Building Code development, promulgation of rules and implementation of laws.
  • Conduct analyses of issues related to code and rule implementation, identify industry, IT and operational impacts. Assist in streamlining processes and information to facilitate goals.
  • Maintain tracking tools to include code, law and rule sections changed, added, deleted and the associated impacts to operational processes, IT programming and fee collection.
  • Conduct legal research and draft memoranda.
  • Provide written and oral status reports, coordinate project timelines and prepare presentations.
  • Act as liaison with executive staff within the agency and with other agencies.
  • Research relevant federal, state, and city laws and rules and draft legal memoranda
  • Serve as lead on projects to implement legal requirements in DOB NOW.
  • Advise Executive Director on legal aspects of enforcement and administration of laws and rules.
  • Prepare presentations for executive staff.
  • Act as liaison with executives within DOB and other agencies.

Minimum Qual Requirements

1. Admission to the New York State Bar; and either "2" or "3" below.
2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or
3. Six months of satisfactory service as an Agency Attorney Interne (30086).
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
In addition to meeting the minimum Qualification Requirements:
To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.

Preferred Skills

  • Experience with Department of Buildings laws, rules, policies and procedures.
  • Familiarity with the New York City legislative and rulemaking processes.
  • Excellent written and oral communication skills.
  • Proficient in Microsoft Word, Excel, and PowerPoint.
  • Project management experience
  • Familiarity with Microsoft Project a plus

Additional Information

The proposed salary for this position is $82,137.
