MetaPhase Consulting is supporting the U.S. Department of Housing and Urban Development (HUD) Office of Chief Information Officer (OCIO) on the Federal Housing Administration (FHA) Catalyst Development, Modernization and Enhancement (DME) effort. The MetaPhase team will be advising and leading HUD IT in establishing enterprise-wide strategies around digital transformation and modern technologies. The Project Manager for this project will serve as the team leader for the effort to tackle a substantial modernization challenge with HUD. They will facilitate regular meetings with FHA leadership to confirm that expectations are being met or exceeded, oversee day-to-day delivery of project requirements, and serve as the main point of contact to build relations with the government and bring a team together to deliver a unique impactful system modernization
MetaPhase is seeking an IT Project Manager with a minimum of 12 years of experience in IT project and program management, focusing on agile delivery in the federal space. The team works to support agency specific legacy modernization as well as system migrations - gathering high level business requirements, developing cost estimates, and working internally with senior executive leadership from all divisions of the IT organization and agency to identify, communicate and meet customer needs.
Basic Qualifications (Required)
- Minimum of 12 years of experience in leading and managing large-scale technology modernization and process improvement projects using Agile delivery frameworks.
- Certified experience in leading multiple Agile teams, subcontractors, and team leads, as well as experience helping customers learn and thrive in an Agile environment.
- Bachelor’s degree in degree in Business, Technology, or related field.
- Project Management Professional (PMP) Certification and Salesforce and/or AWS certifications.
- Experience overseeing cost, schedule, and performance for a large, dynamic technology project.
- This position requires the ability to obtain and hold an active Public Trust clearance at a U.S. Government Agency; U.S. Citizenship required (NO EXCEPTIONS).
Additional Qualifications (Desired)
- Demonstrated expertise in communication, stakeholder engagement, proactive risk and issue management, and quality control.
- Strong leadership, team building, time management, conflict resolution, and organizational skills.
- Experience in application modernization using Salesforce.
- Experience in AWS, Azure, Sapiens, API, User Adoption/Training, Release Management, and/or Customer Experience are beneficial.
Essential Responsibilities
- Serve as the leader of a large, collaborative, and dynamic team to deliver system modernization, while prioritizing the work that needs to be done against the capacity and capability of the team
- Be the main point of contact for the client and teaming partners
- Facilitate regular meetings with FHA leadership to confirm that expectations are being exceeded
- Coordinate across a large team to elicit feedback, coordinate demos, and bring industry-leading practices to the FHA Catalyst program from technical experts, alliances with vendors, and Industry SMEs
- Apply industry best practices for PMO governance frameworks, methodologies, processes, and tools in project delivery.
- Effectively communicate project status, including risks and dependencies, to stakeholders.
- Proactively engage with clients to identify challenges, recommend solutions and manage expectations.
- Lead a diverse cross-functional team to exceed client expectations in modernizing of legacy systems while aligning to the evolving mortgage industry.
- Foster and maintain relationships with government clients to promote open communication and confirm exceptional delivery.
- Provides mentoring, guidance and emphasis the MPC culture to all project team members.
