Position Summary:
Under the general direction of the IT Director, the IT Operations Manager Supports CAPSLO’s mission by overseeing the activities of Information Technology staff. Manages hardware and software budgets and oversees hardware maintenance. Supervises the efforts of Computer Technicians, Vendors and Contractors in installing, modifying, enhancing, and customizing operating system software. Responsible for evaluating, planning and ensuring technology requirements meet the agency’s needs and to meet industry best practices for technology systems. Ensures the security of CAPSLO computer data and account information. Coordinates with management to establish and implement operating system goals and objectives. Trains, assigns and supervises technical support staff and field technicians.
Required Education and Experience:
Education Required
1.Bachelor’s degree in Computer Science OR related field or an equivalent combination of education, training, and experience.
Experience Required
1.Five years of Information Technology experience with PC hardware and software configuration, troubleshooting and analysis, computer system repair and network support functions.
2.Must have experience in providing technical assistance to non-technical individuals in a dynamic environment.
3.At least one year of supervisory/management experience.
Preferred Education and Experience:
1.A+ certification, Microsoft MCSA or role-based equivalent
2.Experience with Project Management systems preferred
Essential Functions:
1.Effectively manages the technical support of CAPSLO’s computer systems.
2.Supervises Information Technology personnel, ensuring optimal performance
3.Establishes and maintains good communication and coordination with management, area staff, and system users
4.Responsible for planning, organizing, monitoring, and managing all phases of Information Technology projects.
Responsibilities and Duties:
1.Current systems are continually and effectively analyzed to ensure that information needs are met. Systems are updated, enhanced, and customized as needed.
2.Information Technology goals and tasks are completed on schedule. Data and system integrity are maintained.
3.Management and users can effectively utilize established systems.
4.Good working relations exist with management. Management’s concerns are promptly addressed and any problems effectively resolved.
5.Required reports and documentation are complete and current.
6.Management is appropriately informed of area activities and of any significant problems. Recommendations for improvements in policies, procedures, and system functions are provided.
7.Defines, prioritizes, schedules, and monitors multiple technical projects; maintains project plans/schedules; and delivers status updates to management.
8.Information Technology personnel are effective and well-supervised.
9.Ensures adherence to CAPSLO’s policies and procedures as well as to applicable state and federal laws and regulations.
10.Actively monitors ticket group queue and utilizes ticketing system to document work and facilitate communications with end users.
11.Maintains detailed and accurate equipment inventories.
12.Maintains software license compliance.
13.Understands, upholds, and continues working toward accomplishing the mission, strategic goals and performance measures of the agency. As a supervisor, must assure all direct reports understand their role in accomplishing the above.
14.Use reasonable precautions in the performance of one’s duties and adhere to all applicable safety rules and practices; and act in such a manner as to assure at all times maximum safety to one’s self, fellow employees, clients and children
Supervisory Responsibility:
The IT Operations Manager has supervisory responsibility over Information Technology Department’s technical support staff and field technicians.
Work Environment:
Typically on-call 24 hours, 7 days a week. Upgrades of hardware and software often required to be accomplished over weekends and during early morning hours. Must respond at any hour to resolve system problems.
Travel:
Must be willing to travel frequently within the county and occasionally outside of the county. Some overnight travel will be required for out of county trips.
License & Certifications:
Must have dependable, insured transportation and valid California Driver’s License (mileage to be reimbursed) and acceptable driving record. A DMV printout and proof of insurance will be required.
Additional Eligibility Qualifications:
1.Must be at least 18 years of age by date of hire.
2.Must submit proof of current vaccination status for measles, pertussis, and influenza (or a current, signed influenza declination form) in compliance with SB 792.
3.Must complete a health screening physical completed within 12 months prior to employment or 7 days following the date of hire, and a current TB skin test/Chest X-Ray.
4.Must be compliant with CAPSLO COVID-19 Vaccination Policy, either being fully vaccinated or have an approved exemption.
5.Employment is contingent upon meeting all job requirements and background requirements: criminal history check (Inclusive of DOJ, FBI and Child Abuse), acknowledgement of child abuse reporting responsibility, criminal record statement (Form LIC508), etc. A criminal history clearance is required within seven days of completing the Live Scan.
6. Upon hire agency staff will check the Megan’s Law (or the current sexual predator website) to ensure each staff being hired is clear for employment. Program administrative staff will check the website annually to ensure all program staff are cleared to work.
