Job Summary


This position exists primarily to investigate and/or mediate complaints of Department of Human Services (DHS) employees’ discrimination and/or harassment complaints in the area of selection, hiring, and terms and conditions of employment on the basis of protected class, and to provide agency responses to enforcement agency charges, lawsuits, discovery and other legal process, in collaboration with Attorney General’s Office and human resources.

In addition, this position involves providing trainings to DHS staff to create a more welcoming, inclusive and free of unlawful discrimination workplace, and monitoring DHS’ affirmative action hiring and whether selection and retention activities are conducted in a manner that supports and preserves a diverse workforce.

Responsibilities include:

  • Investigate and resolve complaints of discrimination based upon protected class listed in the Minnesota Human Rights Act, Title VII of the Civil Rights Act of 1964 and amendments, DHS non-discrimination policy and related statutes, regulations and policies concerning recruitment, selection, hiring, and terms and conditions of employment.
  • Support Equal Opportunity and Access division’s continuous educational and training efforts.
  • Collaborate with DHS Civil Rights Coordinator, to review, investigate and resolve complaints of service delivery discrimination under Title VI of the Civil Rights Act of 1964 and amendments, the Minnesota Human Rights Act, DHS non-discrimination policy and related statutes, regulations and policies.

Qualifications

Minimum Qualifications

Three (3) years professional experience conducting workplace illegal discrimination investigations or related experience demonstrating the following:

  • Conducting anti-harassment and discrimination training or conducting mediation and/or other forms of dispute resolution;
  • Knowledge of affirmative action, equal opportunity, civil rights, and Americans with Disabilities Act (ADA);
  • Establish, organize, and maintain record keeping systems and procedures.

***Bachelor’s degree in Human Resources, Organizational Management, Law or related field may substitute for 1 year of experience; Master’s degree in Human Resources, Organizational Management, Juris Doctor (JD) or related field may substitute for 2 years of experience***

Preferred Qualifications

  • Juris Doctor (J.D.) or similar law degree from accredited law school;
  • Completion of at least two (2) years of law school;
  • Master’s degree in Human Resources Programs or Master’s in Organizational Management;
  • EEO Investigator Certification or/other EEO related certification;
  • Variety of experiences working effectively with others from different backgrounds and cultures.
