POSITION SUMMARY:

• This position supports the National Guard Bureau providing international affairs and security cooperation policy analysis in support of the State Partnership Program supporting NGB-J53.

JOB DESCRIPTION:

• Provide Security Cooperation Branch strategic analysis and SPP support to include policy review, assistance to State SPP partners, site assistance visits, and support for senior level communications on policy, legislation, reporting, and regulations.

JOB QUALIFICATIONS:

• Working knowledge of Defense Department, Office of the Secretary of Defense, Combatant Command, Air Force, Army, and US Embassy country and regional plans, regulations; NGB, ARNG and ANG policy letters; and office operating instructions.
• Required experience: National Guard experience; experience with International Affairs, Security Cooperation and/or Security Assistance; excellent oral and written communications skills with the ability to interact daily with senior leadership; fully proficient with Microsoft Office products; knowledge in analyzing, planning, and funding military-to-military and/or military-to-civilian events; knowledge of DoD Fiscal Law, financial and contractual systems.
• Exceptional communication skills (written and verbal) with the capability to perform written analysis DoD and Army regulations, policies, and procedures.
• Must have the business acumen necessary to present and communicate with senior leadership and interagency audiences at the senior level.
• Ability to think and perform analysis and provide recommendations and information in a variety of written and orally presented formats.
• Demonstrated experience and capability to produce written analysis using Microsoft suite of office tools to include MS Word, MS Excel, MS PowerPoint, and Outlook at a minimum.
• Experience in DoD Security Cooperations programs and policies or State Department Mission Performance Plan implementation, knowledge of interagency processes preferred.

• Bachelor’s degree

• DoD Secret Security Clearance
