POSITION PURPOSE AND OBJECTIVES

This is a technical position working under the direction of the Public Works Director or designee. Responsible for gathering and compiling information pertaining to storm water, water, sewer, pressurized irrigation, and street and sidewalk programs using geographic information systems (GIS), geographic positioning systems (GPS), Computer Aided Design (CAD), and various computer programs.


ESSENTIAL DUTIES AND FUNCTIONS:

1) Performs a variety of technical duties related to the development or creation of asset management, digitized maps, and recordation through geographic information system (GIS) using a variety of computer program applications.

2) Inspects work and infrastructure, which may involve walking over uneven terrain or crawling in and out of trenches.

3) Oversees and participates in gathering data for a GIS system. Assists in the evaluation of software programs and solutions.

4) Adds new data and manipulates existing data in multiple work files. Applies standards, procedures, commands, and data dictionary terminology. Performs basic computer coding.

5) Attends meetings, maintains records, and prepares and submits reports orally or in writing.

6) Oversees compliance with governmental regulations and monitors and enforces environmental laws.

7) Resolve conflicts with contractors, businesses, and the public.

8) Makes presentations to a wide variety of audiences.

9) Performs maintenance responsibilities as needed.

10) Supervises and trains full-time and part-time employees as required.

11) Operates a computer, smart devices, and various software programs.

12) Drives and operates a variety of vehicles and equipment.

13) Maintains the proper Utah Driver License required for the position. Will observe all traffic regulations, follow City policy and be a safe, courteous, and responsible driver while operating City vehicles. Must wear seatbelt and make certain that other passengers are in seatbelts when vehicle is in operation.

14) Provides assistance to others in person, in email, and on the telephone.

15) Performs duties that may include physical effort such as lifting, bending, stooping, walking and prolonged sitting at a desk.

16) Deals appropriately with people in situations that may, at times, become confrontational, stressful, or uncomfortable.

17) Manages numerous tasks and assignments at a time with frequent interruptions.

18) Works days and hours assigned and begins and ends work on time. Some hours may be required during evenings, weekends, and holidays. On-call work may be necessary.

19) Work may require an exposure to stressful circumstances, including the meeting of deadlines, other stressful work conditions, and contact with the public or other employees in negative situations.

20) Performs other duties as assigned.


KNOWLEDGE, SKILLS AND ABILITIES:

  • Considerable knowledge of field engineering principles and construction practices applied to public works infrastructure projects.
  • Considerable knowledge of the principles, practices, and procedures involved in the operation and maintenance of water, sewer, irrigation, pavement, concrete, and other City owned assets.
  • Considerable knowledge of computer spreadsheets, asset management, databases, GIS/CAD programs, SCADA, radio, and GPS systems.
  • Some understanding of construction materials and specifications used in the construction and maintenance of the assigned responsibility.
  • Some understanding in the proper application of the MUTCD, ATSSA Work Zone Safety guidelines, and OSHA.
  • Ability to establish and maintain appropriate records and reports.
  • Ability to use mathematical data in the analysis of assigned projects.
  • Ability to prioritize needs and to maintain effective working relationships with supervisors, other employees, and the public.
  • Skill in written and oral communications and in the operation of a computer and its various programs.
  • Must possess and maintain a valid Utah Driver License.
  • Requires graduation from a four-year college or university with major course work in Engineering, Geographic Information Systems, or related field. Equivalent experience may substitute for education.
