The State of New Hampshire, (Agency, Division & Bureau) has a full time vacancy for (Position Title).
SCOPE OF WORK : To determine and direct the preplanning, planning, development and implementation phases of the Department of Correction’s current and long-term IT infrastructure including, network, software and hardware needs. To manage information technology programs, supervise assigned professional staff, and daily operations, including coordination of related technical resources. To oversee the development and refinement of information systems policies to increase the efficiency of Agency operations.
ACCOUNTABILITIES :
Provides single point of contact for all DoIT services at Department of Corrections (DOC), serving as a liaison for the Agency and its customers, including administration, probation and parole sites and prison facilities statewide.
Develops and constantly expands an understanding of DOC business strategies and identifies and works to implement both short-term and long-term technology strategies that are best suited to support the Agency’s business needs and support the daily operations of the Agency.
Provides oversight of all daily IT operations affecting DOC, including infrastructure change requests (ICRs), Global outages, service requests (SRs), and the work required to respond to help desk tickets. Supervises all DoIT direct staff and provides daily matrix management of other DoIT staff assigned to support Corrections.
Plans, prepares, implements, and monitors the operational Direct Agency Class 027 budget in collaboration with the DOC Senior Leadership Team and Finance staff. Provides oversight of IT purchasing, expenditure tracking, and forecasting.
Directs the development of the Agency IT Plan (AITP) at DOC in coordination with the DOC Senior Leadership Team. In collaboration with DOC Management, promotes the implementation of the AITP through the development of the biennial Operating and Capital Budget requests for Department of Corrections.
Oversees all phases of Agency IT-related contracts at DOC. Interfaces with Agency Management, coordinates with appropriate federal and state agencies, contractors, and vendors to ensure scheduled delivery of solutions that conform to the Agency needs as well as DoIT standards and policies, and stays within the defined schedule and budget.
Provides project management oversight regarding staffing needs, high-level timeliness, and associated project costs for overall solution delivery of DOC IT projects, and, as applicable, follows the DoIT methodology for project delivery and prioritization. Manages project issue resolutions as needed.
Collaborates with other DoIT Divisions to standardize and identify opportunities for operational efficiencies, manage department-wide expectations regarding DOC projects, and define responsibilities as they apply to meeting the Agency’s IT needs.
Ensures DoIT standards, procedures, and policies are adhered to by all embedded DoIT staff at DOC.
Continually seeks to improve practices to add quality and value in support of the missions of both DoIT and DOC while identifying and eliminating unnecessary or redundant actions.
MINIMUM QUALIFICATIONS :
Education : Bachelor's degree from a recognized college or university. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Nine years of experience in information technology or data management, four years of which shall have been in a management capacity. Each additional year of approved work experience may be substituted for one year of required formal education.
License/Certification: Must be eligible to hold a valid New Hampshire driver's license and have access to transportation for use in statewide travel.
PREFERRED QUALIFICATIONS : Knowledge of – and the ability to effectively use - project management, program administration and process evaluation methods and techniques. The ability to provide effective leadership while maintaining good working relationships with assigned staff as well as with staff at all levels in DOC and DoIT. The ability to prepare and manage budgets, express ideas clearly and concisely, both orally and in writing, and manage multiple projects concurrently while meeting schedule deadlines.
