Job Purpose & Position Overview
The Information Technology (IT) Manager coordinates all operational aspects of the IT Department. The incumbent provides leadership in planning and managing all computer and technology related services and production support, systems and database administration, network operations, interfaces/interface engine, systems maintenance & recovery, back-up, security, new system implementations, desktop support and customer service in the hospital. The IT Manager ensures systems performance and service level requirements are met, and manages IT resource requirements to ensure appropriate balance between operational and strategic demands. The IT Manager implements IT continuous improvement programs driven by metrics and implements best practices for network, devices, applications, and security protocols, and collaborates with the Executive Team to manage IT assets to ensure asset’s full lifetime cycle value is achieved. The incumbent manages strategic relationships with key IT product and service providers, and provides in-depth technical expertise for operational and strategic initiatives. The IT Manager will lead staff in a manner that is consistent with WCHS’s Core Values and will create an environment of trust, high performance, and continuous improvement.
Specific Job Duties/Responsibilities
- Directs supervisory responsibility for Information Technology department
- Directs the IT strategy, infrastructure, development, and support within the organization.
- Develops standards, polices, and procedures for the selection, implementation, integration, and support of IT systems.
- Monitors the productivity of IT systems resources and manages those resources in a cost-effective, flexible, and timely manner.
- Develops and monitors annual departmental resources operating and capital budgets to ensure that areas of responsibility have the necessary funding to carry out established organizational goals and objectives.
- Stays well-informed of the latest developments, advances, and trends in health plan and health delivery IT to ensure optimal professional effectiveness and competence.
- Ensures the protection of IT assets and the integrity, security, confidentiality and accessibility of information entrusted to or maintained by the facility.
- Designs and implement a continuity of operations plan for IT infrastructure and disaster recovery plan for various levels of destruction/breach
- Perform routine system audits and annual risk assessments and implement action plans
- Maximizes staff performance and technical expertise through clearly defined objectives, training, skill development and performance evaluation.
- Establish and maintain a service-oriented, customer-focused IT function that supports ongoing operations that drive efficiency, quality, and customer service.
- Works closely with Executive leadership to develop and implement strategic plans that support the overall goals of the organization.
- Has day-to-day responsibility for a variety of information applications and technologies that support the Hospital.
- Responsible for developing a comprehensive plan to separate Hospital IT network and systems from Indian Health Services.
Required Qualifications/Skills
- Bachelor’s degree in computer science, information technology, computer information systems, or related field required.
- 5 years in leadership or management required
- 3 years’ experience in healthcare IT management is strongly preferred.
- Demonstrated proficiency in understanding the security and privacy regulations under the Health Insurance Portability and Accountability Act of 1996 (HIPAA), data storage requirements under the 2002 Sarbanes-Oxley Act (SOX), The National Institute of Standards and Technology (NIST) Cybersecurity Framework, cloud services and data security provisions of the Federal Risk and Authorization Management Program (FedRAMP), and other major regulatory requirements and best practices.
- Recognized as an expert in the major IT functions in realm of responsibility.
Training Requirements
- Must attend all department meetings and trainings as directed by supervisor
- Must attend continuing education as deemed necessary to maintain licenses, funding or as needed to remain effective
Physical Requirements
- Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment
- Light to normal work which includes the ability to lift up to 30 lbs
- While performing daily duties, the employee is regularly required to talk and hear.

Language Requirements
- Must possess the ability to read, write, and speak the English language fluently.
- Must be able to continually and effectively employ professional verbal and written communications skills.
Certificates, Licenses & Registrations
- Generally accepted IT professional certifications are preferred, such as Certified Information Systems Security Professional (CISSP), Certification in IT Services Management (ITSM) and/or Certification in IT Infrastructure Library (ITIL).
