Job Summary:


This full-time, University Staff (non-classified) position will be responsible for managing the human resources needs and functions of the Department of Surgery. Under the supervision of the Director of Operations, the HR manager will work collaboratively with the Program Manager of HR, Faculty Affairs Principal Professional, and respective Department of Surgery leadership. This position will work closely with the Surgery HR Specialist team to provide them with the accurate and complete information in all aspects of recruitment, analyzing positions, professional development, policies and procedures, payroll functions, and budget management.

Examples of Work Performed:

The position requires extensive, diverse, and progressively responsible experience, including direct responsibility for:

  • Manages all aspects of recruitment, appointment, performance coaching, dismissal, and the annual performance evaluation process at the department level. Prepares and maintains job descriptions and performance expectations for department administrative staff. Implements a fair and consistent compensation and performance evaluation program, adhering to University of Colorado policies for designated units within the department
  • Oversees all aspects of recruitment for faculty at a departmental level; and works in conjunction with the HR Program Manager, HR/Recruitment Coordinator and the Faculty Affairs Specialist to ensure timely and accurate onboarding of new faculty. Specific recruitment function at divisional levels may require a sharing of knowledge and expertise.
  • Assists the Director of Operation in directing the annual salary-setting process and collaborates on the completion of salary budgeting processes for the School of Medicine for assigned positions.
  • Analyzes positions, assigned job responsibilities, and the needs of the department and/or divisions identifying deficiencies and areas of opportunity. Makes recommendations regarding the addition or elimination of positions, balancing of work responsibility assignments and compensation. Collaborates with faculty, management, Chair and Vice Chair of Administration (VCA) to anticipate future staffing needs and strategize on the best deployment of human resources.
  • Analyzes and determines training and professional development needs for department faculty and staff in collaboration with the Office of Employee Development and its Program Manager. Designs and/or identifies training and educational programs to foster career path development, improve retention, enhance skills, and generally foster an atmosphere that promotes positive employee morale. Works with department administration level staff to cross-train and cover positions during extended leaves of absences and position vacancies. Maintains records and monitors program effectiveness.
  • Develops and implements processes consistent with the Department of Surgery.
  • Provides training, assistance, and direction to supervisors regarding employee relations issues, staff mediation, and conflict resolution and, if required, progressive discipline. Serves as a consultant to staff and faculty on human resources issues to increase competence on personnel issues and decrease liability for the department. Provides on-site assistance and in-house training on personnel-related issues as needed. Research complex issues and seeks guidance from the University of Colorado as needed.
  • Create and maintain onboarding policies and orientations consistent with best practice and efficiencies for all members of the DOS.
  • Evaluates, prepares, and updates the department’s policies and provides consultation to Chair and VCA or other senior faculty or administrative leader in the management of human resources. Examples include, but are not limited to, extended leave approval, sabbaticals, mediation, conflict resolution, contract violations (letters of offer, UPI member practice agreements, outside compensation, etc.) and, if necessary, progressive discipline. Consults on behalf of the department with human resources, Faculty Affairs, Dean's Office, University legal counsel and any other offices as needed.
  • Oversee payroll functions, including managing Time Collection, FMLA, and maintaining FTE and allocation changes for DOS Administration; providing information to the Human Resources Support Specialists for making changes in HCM.
  • Prioritizes duties and balances responsibilities to ensure an efficient service delivery system and adherence to program guidelines. Improves program operational efficiency through organization, increased communication, dissemination of information, application of work standards, and tracking mechanisms. Identifies projects that may not be on track or for which due dates are approaching. Sends reminders, schedules meeting to address issues, takes initiative to implement processes to prevent compromised customer service or missed deadlines.
  • Participate in unit budget development and management processes.
  • As an HR leader, this role will involve continual participation in strategic plans and initiatives to accelerate the mission, vision and goals of the department.
  • Close collaboration with DEI efforts, initiatives and strategy for the Department of Surgery; work with Program Manager of OED/DEI to achieve goals for all departmental employees.
  • Participate in routine HR reporting and metrics to various entities within the department, including core units reliant on employee data. Development and maintenance of dashboards to report metrics on a continuous basis.
  • Participates in routine information sharing across the department, and collaborates with Operations administrative personnel to effectively train on HR practices and processes.

Supervision Received

This position reports to the Director of Operations and may receive additional direction from the VCA, the Chair and other Vice Chairs of the Department of Surgery.

Supervision Exercised

This position directly supervises a HR Program Manager, and supports the functions of Human Resources Support Specialists, the Faculty Affairs Specialist, and the HR/Recruitment Coordinator.

Qualifications:


Minimum Qualifications:


  • A bachelor’s degree in business, business administration, finance, accounting, higher education administration, social sciences, healthcare administration, public administration, communications, information systems, public policy, behavioral sciences, or a directly related field from an accredited institution

Substitution: A combination of education and related technical/paraprofessional experience may be substituted for the bachelor’s degree on a year for year basis.

  • Five (5) years professional experience working in human resources which includes two (2) years in a team lead or supervisory role

Preferred Qualifications:

  • Experience with diversity, equity, and inclusion efforts as they relate to human resources functions.
  • Certification in Human Resources (PHR/SPHR and/or SHRM-CP/SHRM-SCP)
  • Demonstrated process improvement experience and experience using technology to streamline processes.
  • Smartsheets proficiency.

Anticipated Pay Range:


The starting salary range (or hiring range) for this position has been established as $64,104-$81,540

The above hiring range represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting. This position may be eligible for overtime compensation depending on the level.
