The Human Resources Advisor – Organizational Development & Assessment position performs professional and consultative work in the design, development and administration of Countywide Human Resources programs and policies. Specifically, the function of this position is to provide support services in the areas of Organizational Development and Assessment with the design and development of interventions to support the effectiveness of departments in addition to the design, development, and administration of assessments. The ability to work independently, and as part of a highly effective team, to collaborate closely with other Human Resources team members, internal, and external stakeholders are requirements of this position. Duties are performed under the general supervision of a Senior Human Resources Advisor and performance is reviewed through observations, metric reports and the achievement of desired results.
- Ensures consistent application of Human Resources’ vision, policies, and key strategic initiatives, and adherence/compliance with all federal, state and local laws, rules and regulations.
- Assists with the design and execution of strategies to enable the effective application and utilization of HR programs.
- Supports the development and facilitation of Organizational Development and Assessment resources, materials, and collateral and ensures their alignment with organizational goals and objectives.
- Conducts needs assessments to include data gathering through one-on-one interviews, focus group facilitation, and survey preparation to assist in the design, development, implementation and evaluation of change management programs and organizational problem solving.
- Leads and participates on interdepartmental committees intended to promote improved customer service and workforce performance through professional development, performance management, succession planning, employee engagement, rewards and recognition for employees; and interdepartmental process improvements.
- Reviews internal and external trends/data from surveys, conducts data analysis, and generates evidence based insights to enable the development of innovative and targeted programs.
- Serves as a subject matter expert on assessment practices. Designs, develops and administers assessment tools for employee selection and promotion. Administers computer-based testing processes and maintains database to track tests administered Countywide.
- Reviews current assessment tools, identifies areas for improvement, and facilitates change.
- Responds to, researches employee/applicant inquiries, investigates process and posting inquiries / matters of concern, and interprets collective bargaining agreements as they relate to assessment parameters.
- Performs other related duties as assigned.
Bachelor’s degree from an accredited institution in Industrial/Organization Psychology, Business Administration, Public Administration, Human Resources or closely related field and four years of professional level human resources experience in the organizational design, succession planning, performance management, talent management or closely related field or an equivalent combination of education and experience.
Master’s Degree preferred.
Certificate in Adult Learning or Organizational Development.
HR Certification – PHR / SPHR, SHRM-CP / SHRM-SCP and/or in OD instruments preferred (i.e. MBTI, DISC, Hogan, Facilitation, Belbin, Emotional Intelligence).
Experience in statistical analysis.
