This position will provide advice and counsel to management and other employee groups on a broad range of Human Resources issues and decisions within the area of employee relations and recruitment.

POSITION OVERVIEW :
This position will provide advice and counsel to management and other employee groups on a broad range of Human Resources issues and decisions within the area of employee relations and recruitment.

In addition to the essential duties, functions, and responsibilities listed in the job description, specific functions include:
1. Manage the full investigation process for complaints received, including conflict resolution strategies, de-escalation of complaints, facilitating crucial conversations, mediation, and disciplinary recommendations, if required.
2. Ensure all disciplinary recommendations are in accordance with City of Austin Personnel Policies and Procedures covered by the Municipal Civil Service Rules.
3. Assist with the full cycle recruitment activities for assigned divisions.
4. Enter and update all investigations and disciplinary actions issued in the AIM Employee Relations database.
5. Assist with responding to unemployment claims.

Pay Range
$28.71 – $35.88
Hours

Preferred Qualifications
- Experience in employee complaint resolution and in conducting workplace investigations including, but not limited to discrimination, harassment, sexual harassment, employee conduct, and/or retaliation.
- Experience with developing and delivering workplace training in both English and Spanish
- Experience working independently on multiple projects simultaneously and functions effectively in a team environment.
- Experience in full-cycle recruitment, developing interview questions, conducting interview panels, and creating interview assessments.
- Experience developing and writing memorandums, reports, policies, and procedures in both English and Spanish
- Ability to travel to more than one work location.
Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Assists HR management in planning, designing, developing, implementing, and evaluating major HR programs.
- Serves as subject matter expert in providing advice and counsel to management and employee groups on a broad range of HR issues and with applicable regulations, programs, policies, and procedures.
- Implements HR programs, procedures, processes, and strategies.
- Recommends enhancements to improve policies, procedures, operational efficiency, and service quality; and monitors implementation of agreed upon actions until the problem has been resolved.
- Advises and influences management in making sound HR-related decisions.
- Identifies, analyzes, and recommends solutions for various HR problems using morale indicators and other personnel measurements, such as, but not limited to, surveys, turnover, and grievances; and presents recommendations for corrective action programs when needed.
- Provides training to managers and supervisors on HR topics and procedures.
- Researches, gathers, analyzes, and evaluates data and information; monitors program trends; reviews and performs quality checks of program-related data; and develops and maintains management reporting to support decision making and policy development.
- Monitors and maintains system data, files, records, and reporting; transmits program data files to vendors; develops, monitors, and implements information tracking systems.
