Human Capital (HC) provides personnel and administrative support to all agency employees and programs. This includes the management of all processes, and policies related to Recruitment, Job Classification, Employee Benefits, Personnel Policy Research and Development, Workforce Development, Time and Leave Management, Conflict Resolution among employee services. HC is tasked with ensuring the agency’s compliance with City, State and Federal labor laws, Equal Employment Opportunity mandates, Workplace Safety standards, and New York City Civil Service policies. We work to support all agency programs and staff through the development of innovative workforce enhancement programs, and resources.

DCWP seeks a motivated, self-starter to serve as the Human Capital Manager overseeing the agency’s Workforce Development efforts. As a dynamic agency that is constantly working to improve efficiency and employee performance, the development of new and existing talent is a critical need. By focusing on staff development, the Human Capital Manager will be responsible for ensuring that our staff have the skills they need to fulfill the agency’s mission.
Reporting to the Deputy Director of Human Capital responsibilities will include, but are not limited to:
  • Supervising and coaching a Human Capital Associate to accomplish the performance management, training, and employee engagement goals for the agency;

  • Overseeing and coordinating the completion of yearly employee performance evaluations;

  • Serving as the liaison for external learning and development opportunities for staff;

  • Working with management and employees to evaluate and identify training needs, evaluating, developing, and coordinating training materials to facilitate learning, promote employee morale and drive organizational performance goals;

  • Coordinate and deliver employee engagement events such as WorkWell workshops, information seminars, webinars, brown bags, and related leadership and employee-centered workshops and events;

  • Provide training as needed on employee relations issues and conducting effective feedback sessions on performance management;

  • Conducting and overseeing mandated trainings during new hire orientations;

  • Providing strategic and operational Human Capital advise, coaching, development, and support;

  • Identify, analyze, assess, and review the impact of existing and/or new policies and practices to designated divisions’ operations and ensure adherence and uniform implementation with the various divisions;

  • Maintain organized records and tracking reports for all assigned processes; and

  • Provide administrative support to other HC team members as needed.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.

Preferred Skills

  • Experience in organizational development and assessing training needs based on policies, procedures, regulations, business initiatives and technologies.
  • Experience in training and development in a Human Resources group.
  • Ability to deliver instruction and develop and lead activities.
  • Must have excellent interpersonal skills in order to interface with all levels of staff.
  • Professional demeanor with excellent communication leadership and presentation skills.
  • Ability to work independently and creatively in a fast-paced environment.
  • Working knowledge of New York City Human Resources applications/systems, including NYCAPS/PeopleSoft, CHRMS and PMS.
  • Experience with processes related to Performance Management.
  • Sound working knowledge of Microsoft Office, Excel, Outlook, and PowerPoint.
  • Strong organizational and data management skills related to tracking, reporting and data-based needs assessment.
  • Attention to detail and follow-through.
