Job Description

Puget Sound Energy is looking for a Human Resources Compliance Program Manager to join our team.


The HR Compliance Manager is a new position at PSE that was created to provide a dedicated resource to manage PSE’s Human Resources Compliance program. This position is responsible for the Company’s compliance with Federal and State laws and regulations governing PSE programs administered by the HR department. The successful candidate will identify opportunities to establish, improve and maintain consistent practices for compliance and HR regulatory reporting. They will partner with other HR program managers, department leaders and support specialists to ensure HR programs meet regulatory standards.


There will be an opportunity to expand and mature our compliance program, ensuring that PSE is not only compliant but also forward thinking and prepared for new legislation. The successful candidate will maintain knowledge of how HR programs are administered for bargaining unit employees and provide input as needed. They also will participate as a member of compensation, benefits and HRIS leadership team.


Identifies and implements process improvements that increase the efficiency, effectiveness and reliability of the HR compliance program. Maintains thorough knowledge in HR Compliance and a broad knowledge of other HR program areas. Develops breadth of HR program knowledge in team and establishes training programs that ensure team members are knowledgeable with up to date information and processes. Serves as the HR compliance program manager on the enterprise Compliance Council. Maintains cross-functional compliance activity and reporting calendar.


Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

Job Responsibilities

  • Leads the design, development and coordination of the HR compliance program and communication strategies in partnership with other program managers and department leaders.
    • Coordinates activities regarding documentation gathering and presentation for audits including interview preparation of subject matter experts, including SOX.
    • Develops processes and procedures for ensuring compliance.
    • Develops tracking tools for schedules, deadlines and documentation.
    • Monitors compliance schedules.
    • Communicates evaluation and audit schedules.
    • Trains relevant personnel regarding these documents and its specific activities, and maintains or provides those training records to the appropriate Responsible Manager(s).
    • Communicates compliance concerns to the Manager, HR Operations & Compliance, Director of Human Resources, the Director of Compensation and Benefits and/or to other senior management.
    • Coordinates and manages evaluations and compliance audits.
    • Prepares summaries of all status reports on compliance including probable violations or areas of concerns.
    • Prepares framework for ensuring responsible employees are trained and understand PSE’s interpretation of relevant regulations and requirements.
  • Responsible for managing projects to ensure compliant and efficient HR activities not otherwise being managed by peer program managers.
  • Participates on PSE’s Corporate Compliance Council representing the HR Compliance Program, attending bi-monthly meetings, gathering and reporting on program specific monthly highlights and trends, coordinating council sponsored documents, processes and events for the HR compliance program.
  • Participates in the annual Affirmative Action Plan development in partnership with the DEI and Recruiting program leads. Serves as a project manager for OFCCP audits ensuring that a plan is developed and then oversees how the data and information is shared.
  • Participates in and supports required Compliance reporting.
  • Develops and maintains knowledge of PSE HRIS systems, including researching employee information and running reports.
  • Works with program and process owners to identify and recommend new and/or modifications to existing controls to remediate violations. Participates with HR program managers and PSE corporate communications in communicating compliance aspects of HR programs.
  • Advises on department best practices and conducts audits of department processes to ensure compliance with all company, legal, and regulatory (including SOX 404) requirements.
  • Participates in research and continuous improvement efforts of HR programs and strategies in partnership with program managers and HR leaders.
  • Supports and collaborates with other department staff, i.e. HR Program Managers, HR Advisors, etc.
  • Supports and collaborates with HR Specialists in support of compliance activities such as record retention, compliance boards, I-9’s, personal risk assessments, NERC, FERC and motor vehicle incident tracking.
  • Supports complex ad hoc reporting and data analysis.
  • Supports rate case and regulatory data requests and testimony as needed.
  • Supports compliance-related discussions for labor negotiations.
  • Keeps apprised of compliance with federal, state, and local laws and regulations affecting HR programs.
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in human resources, business or related field and 7 years of experience in Human Resources, or equivalent combination of education and relevant work experience.
  • Well-versed understanding of governmental regulations and laws specific to employment.
  • Knowledge of governmental reporting requirements; knowledge of the federal employment programs, specifically: OFCCP, AAP, EEO-1 and VEVRAA.
  • Experience with compliance programs (development, evaluation and/or audit).
  • Knowledge and ability to apply program management principles, practices, theories and process development methods, and strong project management skills.
  • Demonstrated ability to drive process improvement and best practices.
  • Ability to analyze complex issues, focus on researching relevant information, provide an accurate assessment or conclusion based on researched information, and provide alternative options and solutions based on researched information.
  • Ability to interact with inside and outside counsel to effectively identify and address employment compliance related issues.
  • Ability to prioritize, focus and remain flexible and change pace with workflow demands.
  • Ability to maintain strict confidentiality and employee privacy.
  • Excellent written and verbal communication skills.
  • Ability to present information in a professional manner, and influence all levels of an organization.
  • Outstanding attention to detail, problem solving, and analytical skills.

Desired Qualifications

  • Knowledge of Microsoft SharePoint for organizing HR program information and updating PSE Intranet.
  • Up to date knowledge and skills on industry issues and resolutions of issues as related to employment compliance.
  • Experience working in a unionized environment.
  • PHR, SPHR or other HR or Compliance based certification.
  • PSE HR System Super-User.

The pay range for this position is $85,000.00 - $141,500.00, and this position is eligible for annual goals based incentive bonuses.
