Job Summary

The position exists to develop and propose policies that result in positive outcomes for people with disabilities. The person in this position provides leadership, direction, planning and coordination of policy development and service implementation and operational initiatives across the Disability Services Division (DSD) to support home and community based services, waiver redesign and waiver consolidation.

The person in this position conducts policy and data analysis to ensure that Community Support Administration reforms, service development and Minnesota’s four home and community based waivers for people with disabilities align with Federal Medicaid policy. Focus on specific policy areas and specific home and community-based services (HCBS) will change as priorities, initiatives and directives shift. However, to begin with this position will focus on the people who use these services and their families, along with lead agencies and providers to help identify opportunities for waiver programs to function well as we switch from four to two Medicaid Waivers for people with disabilities under age 65. This involves a shift from the way services were authorized and utilized over the last 20 plus years, which will require a strong understanding of the current system as well as an ability to envision and develop new programming so significant engagement with external stakeholders will be a major focus for this position.

Some responsibilities include, but not limited to:

  • Analyze health and welfare program policies;
  • Conduct policy and data analysis;
  • Provide communication, technical assistance and training;
  • Develop and recommend legislative proposals.

Qualifications

Minimum Qualifications

Three (3) years professional experience working with social services or community-based services or public health programs supporting people with disabilities and their families.

Experience must clearly demonstrate:

  • Policy development strategies and processes specific to home and community-based services;
  • Practical understanding of federal and state laws and policies relating to service provision and funding for eligible Minnesotans with disabilities (Minnesota’s Medical Assistance program, federal/state HCBS waivers, and service delivery models;
  • Knowledge of methods and techniques of system analysis and design; statistical and/or other research methods at a level sufficient to design and prepare qualitative and quantitative studies and reports and analyze results;
  • Skilled at using MS Office Suite programs: Word, Excel, PowerPoint, and MS Teams along with video conferencing software.
  • Bachelor’s Degree in Human Services, Social Work, Data Analysis, or another related fields may substitute for one (1) year of work experience.

**Master’s Degree in Human Services, Social Work, Data Analysis, or another related fields may substitute for two (2) years of work experience.

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures;
  • Knowledge of project management principles and organizational change management;
  • Thorough knowledge of DSD systems change and reform initiatives, goals and strategies, including efforts to support/enhance person-centered planning and individual choice;
  • Understanding of the legislative process;
  • Presentation skills to explore and solicit discussion from a diverse groups to stakeholders for facilitation of goal oriented outcomes;
  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.

  • Minnesota Department of Human Services (DHS) criminal background check will be conducted on all finalists for this position. Finalists must pass the DHS background check.
