The Work You Will Do:
The Submerged Lands and Environmental Resource Coordination (SLERC) program is accepting applications for a full-time career service Historic Preservationist position. The SLERC program is responsible for the consistent implementation of the State 404 and Environmental Resource Permitting (ERP) programs statewide. The Historic Preservationist will act in conjunction with the Department, State Historic Preservation Officer (SHPO), Tribal Historic Preservation Officer (THPO), Environmental Protection Agency (EPA), and Tribes to coordinate the protection of historic properties associated with the Department’s permitting process. This position will also be responsible for advising FDEP regarding matters of compliance, enforcement, and long-term planning in support of the State 404 Program.

The Historic Preservationist works with department staff to ensure projects meet the agencies strict regulatory and environmental standards protecting wetlands, water quality, and historic resources. The Historic Preservationist also works with managers to plan and prioritize activities and projects in line with DEP’s strategic objectives and find integrated solutions on a variety of organizational challenges.

The work location of this position is in Tallahassee (Leon County), Florida. The city hosts the Capital of Florida and seat of state government. Tallahassee is located just 22 miles from the Gulf of Mexico, which is home to some of the world's top beaches. Pay:
$34,455.91 - $45,000.00 (Commensurate with experience)
Your Specific Responsibilities:
- Consulting and coordinating with the Department, EPA, Tribes, and State/Tribal Historic Preservation Officers (SHPO/THPO);
- Serving as the Department’s leading expert on alternatives to avoid potential effects to historic properties and alternatives to mitigate or minimize potential effects to historic properties;
- Assisting Division and District Offices with required consultation procedures;
- Making recommendations to Department leadership for compliance with the State 404 Program requirements regarding historic properties, including internal process, external engagement, public interaction, outside agency coordination, and necessary associated agreement documents;
- Conducting training and research related to historic preservation on behalf of the Department;
- Maintaining familiarity with and being prepared to make recommendations according to the following state laws and resources:
- Chapter 267, F.S. – Historical Resources
- Chapter 1A-46, F.A.C. – Archaeological and Historical Report Standards and Guidelines
- Chapter 62-331, F.A.C. – State 404 Program
- Operating Agreement Between the Florida Department of Environmental Protection and the Florida Division of Historical Resources - State Historic Preservation Officer Regarding the State 404 Program
- Independently and effectively conducting evaluations and recommendations concerning historic significance associated with the State’s 404 Program permitting and compliance issues;
- Assists with data gathering and the drafting of the State 404 Annual Report
- Performs audits and reviews of State 404 Permit Applications
- Performs other duties as necessary to carry out the responsibilities of this position including any necessary field work and assistance within the program.
Required Knowledge, Skills, and Abilities:
- Knowledge of the history and theory of preservation and historic preservation methods and techniques, as well as historic architecture
- Knowledge of the history of Florida and the southeastern United States
- Knowledge of the Secretary of the Interior Standards for the Treatment of Historic Properties
- Knowledge of the National Register of Historic Places criteria for evaluation, and Section 106 of the National Historic Preservation Act (NHPA), which requires Federal agencies to take into account the effects of their undertakings on historic properties and afford the Advisory Council on Historic Preservation (ACHP) a reasonable opportunity to comment on such undertakings
- Knowledge of Florida requirements and procedures will allow for equal protection of historical resources through the provisions of state law (Chapter 267, F.S.; Chapter 1A-46, F.A.C.; Chapter 62-331, F.A.C.; and an Operating Agreement between the Department and the State Historic Preservation Office (SHPO))
- Ability to understand and apply rules, directives, policies and procedures
- Ability to communicate effectively verbally and in writing
- Ability to communicate the principles of historic preservation, make oral presentations
- Ability to coordinate and monitor the work of consultants
- Ability to prepare technical reports
- Ability to work independently
- Ability to maintain effective working relationships with others
- Ability to maintain a valid Driver’s License
- Ability to travel throughout Florida and work extended hours and endure physically demanding field conditions
Minimum Qualifications:
- A 4-year degree from an accredited college or university historic preservation, history, architectural history, architecture, anthropology, archaeology, urban planning, or related field
- Travel
- A valid driver’s license
Preferred Qualifications:
- Experience related to Florida’s ERP and 404 programs (or similar state or Federal dredge and fill program experience)
- Experience with GIS and GPS equipment and applications
- Experience with Florida’s archaeological culture periods are also highly desired but not mandatory
