Harris Health System focuses on the delivery of primary care, wellness, and prevention services to the residents of Harris County through its extensive network of inpatient and outpatient healthcare facilities. The Harris County Auditor’s Office Internal Audit Division provides internal audit services to Harris Health System through an interlocal agreement.
The Auditor’s Office Internal Audit Division includes a team of dedicated healthcare audit professionals committed to providing objective, value added services that support the mission and values of Harris Health System. Moreover, this team’s, formerly known as Harris Health System Internal Audit (HHSIA), purpose and mission is to provide independent, objective assurance and consulting services designed to add value and improve Harris Health System’s operations. This is done by bringing a systematic, disciplined approach to evaluate and improve effectiveness of governance, risk management, and control processes.
HHSIA is looking for a Healthcare Internal Audit Manager. This position is responsible for leading operational audit engagements for Harris Health System, delivering a high-quality internal audit product, and performing various administrative duties associated with the department management. This position is a hybrid onsite/remote position with expectations of reporting onsite for the Onboarding process, for 1-day every two weeks, and for additional business needs as they arise. The incumbent must reside within 75 miles of Harris County.

Duties and Responsibilities:
- Maintain responsibility for the development, execution, oversight, and delivery of operational audit engagements across Harris Health System.
- Develop a team of auditors and ensure the quality of the team’s work product.
- Collaborate with Harris Health System and functional stakeholders, and the Internal Audit teams.
- Participate in the development and execution of a risk-based audit plan and lead the full audit lifecycle (planning, testing of controls, and issue verification) for individual audit engagements.
- Demonstrate effective project management skills and team work to ensure reviews are performed efficiently and are completed timely with high quality results.
- Manage staff on multiple concurrent, and operational audit engagements by providing guidance and assistance as needed and ensure the audit work complies with International Standards for the Professional Practice of Internal Auditing (Standards) and any other applicable regulations and policies.
- Monitor audit progress and budget; and provide timely project updates to Audit Division management and Harris Health personnel.
- Conduct high quality assessments of Harris Health’s processes and controls for their adequacy and effectiveness, which includes demonstrating strong critical thinking skills.
- Facilitate an audit planning process that results in clear scope objectives and accurate identification of relevant risks, controls, and effective and efficient audit procedures.
- Review workpapers in a timely manner for completeness, accuracy, and quality in accordance with the Standards and provide workpaper feedback to the audit staff.
- Draft or review and edit value added audit reports by Audit Division management and the client.
- Participate in the annual risk assessment and audit plan development process by conducting interviews and evaluating the information obtained.
- Maintain current knowledge of Harris Health business operations and related risks, as well as emerging risks technologies, audit practices, and professional standards in the industry.
- Coordinate and facilitate quality communication and collaboration between the audit team and Harris Health personnel.
- Present to the Harris Health Compliance Audit Committee as needed.
- Perform various administrative duties, including, but not limited to, approving timesheets, preparing staff competency assessments and annual evaluations, and developing staff through mentoring, coaching, and in-house training programs.

Requirements
Education and
Experience:

Bachelor’s degree from an accredited college or university
- Five (5) years of audit experience experience
- Three (3) or more years of healthcare audit experience working with healthcare systems and hospitals required
- Minimum of three (3) years' experience in an internal audit supervisory capacity
Licensure:
-
Professional certification (CIA, CPA, CISA or other approved certification)
Knowledge, Skills, and Abilities:
- Exceptional client service and strong written and verbal communication skills with a demonstrated ability to develop and maintain outstanding client relationships
- Ability to identify key technology and business processes and controls, document how they work, design tests to evaluate their adequacy, and summarize and report the results to management
- Strong leadership, training, and mentoring skills, coupled with excellent presentation skills
- Ability to manage multiple engagements and competing projects
- Ability to work in a fast-paced environment and consistently meet deadlines
- Ability to demonstrate measurable experience supervising, developing and leading others
- Solid analytical, organizational, and project management skills
- Strong attention to detail and proven innovative problem-solving skills
- Strong technical skills, experience with spreadsheets, databases and an audit automated work paper system preferred
- Proficiency with Microsoft Office 365
- Experience with project management a plus
- Ability to travel throughout Harris Health System as needed, with minimal overnight and out-of-county travel
- Ability to sit for extended periods of time, push/pull up to 50 lbs., and lift and carry up to 20 lbs.
