Job Description:
The Government Billing and Contract Analyst is responsible for the preparation of invoices for submissions to customers of various types of government contracts, accounts receivable collections and analysis, and financial reconciliations. You must be able to work with a team. You will be working closely with the Project Finance team and Contract Managers to ensure accuracy of invoices. You must be deadline driven, able to work in a fast-paced environment, organized and detail oriented.
Essential Functions:
- Process a variety of invoices monthly including Time & Material (T&M), Firm Fixed Price (FFP) Milestone & Deliveries, Progress Payments and Cost-plus (CP).
- Support multiple program tasks simultaneously while prioritizing effort along strict time-lines to ensure service levels are met and adhere to and improve established contract set-up guidelines and checklists.
- Assist with Defense Contract Audit Agency (DCAA) requests.
- Prepare and review monthly invoices according to company guidelines utilizing financial reports to ensure compliance with deliverable deadlines.
- Analyze unbilled receivables monthly against standard reports, research, and resolve a variety of internal and external customer inquiries concerning invoice status.
- Reconcile financial data – costs incurred to invoices submitted for payment.
- Responsible for the project set-up and maintenance of contracts.
- Responsible for the set-up/update for program/invoice execution optimization for new and existing contracts.
- Support Government and internal audits in a timely manner.
- Allocating contract funds to include utilizing ACRN functionality.
- Support final contract closeout efforts for cost reimbursable and T&M contracts.
- Initiate communications with internal customers to resolve invoice discrepancies and collection issues.
- Balance sheet reconciliations.
- SOX testing as required.
- Ad hoc financial analysis.
- Ensure strong operating financial controls and adherence to FAR, CAS, and DFAR policies.
- Assist with the collection process.
Qualifications:
- Bachelor's with 6 years prior experience or Graduate Degree with 4 years prior experience. In lieu of a degree, minimum of 10 years of prior related experience in government contracts & billing.
Preferred Additional Skills:
- Manages complex projects or processes with general oversight. Communicates within and outside of own function to gain cooperation on operational processes, practices, and procedures.
- Experience of all aspects of client invoicing requirements.
- Experience in invoice processing/validating of project types.
- Familiar with following contract types: Time & Material (T&M), Firm Fixed Price (FFP), Progress Payments and Cost-plus (CP).
- Experience with Commercial/Government Contracts and Defense Finance and Accounting Service (DFAS).
- Experience with customer invoice submission systems (PIEE/WAWF, ExoStar, Taulia).
- Excellent verbal, interpersonal and written communication skills.
- Strong analytical, problem-solving and decision-making capabilities.
- Team player with the ability to work independently in a fast-paced environment.
- Deadline driven, organized and detail oriented.
- Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel).
- Understanding of US Government contract terms and conditions as outlined under FAR, CAS, GAAP, and 2 CFR 200 regulations preferred.
- Previous program coordination or contracts experience preferred.
- Experience working with Cognos 11 preferred.

In compliance with pay transparency requirements, the salary range for this role is $68,500 - $127,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
