This is a Part-Time Temporary, Non-Exempt position based on a 40-hour work week with a salary range from $59,779.00 - $74,500.00. This position is Non-Bargaining. The individual in this position will work in Information Technologies Department located at 120 N G St, Lake Worth Beach, 33460.
SUMMARY:
Under limited supervision and direction from the Director of Information Technology, performs duties associated with coordinating the overall development and technical support of the Geographic Information System on multiple platforms. Position is required to exercise considerable initiative and independent judgement. Responsible for conducting studies of departments or sections of departments to identify areas where the application of GIS technologies can be used to facilitate improvements in the quality of work and efficiency of the workers in that area. Expected to make recommendations for GIS applications and GIS data to be made available for public consumption. Other responsibilities include supporting the technical GIS needs of existing GIS customers, performing maintenance and update of GIS data, conducting spatial analyses, map creation, and automating repetitive tasks; and performs related duties as assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics. - Design and implement new GIS workflows for City Departments
- Automate workflows to ensure data integrity and preserve efficiency

- Participates in the activities of the GIS in the areas of application development and implementation. Conducts studies of departments to identify added value uses of GIS technologies.
- Designs and administers the ArcGIS system in a Microsoft Windows Server and SQL Server environment.
- Designs and Administers all GIS Platforms (Mobile, ArcGIS Online, Web Map Gallery, Desktop, Server, Portal)
- Creates maps or reports based on complex geographic queries.
- Communicate and coordinate with all City Departments to address and resolve requests for GIS services.
- Schedules, coordinates and participates in the transfer of existing manual data into the GIS.
- Designs and implements Microsoft SQL Server program interfaces between ArcGIS software and other systems to perform spatial and statistical analysis.
- Prepares GIS maps as required for all City departments
- High quality static printed maps
- Design web mapping applications
- Performs quality assurance and quality control of new data and products from vendors and other City departments
- Trains staff in the use of the GIS software and mobile data collection.
- Develops new or revises existing standards for GIS data input and maintenance.
- Participates in the analysis of user needs and develops GIS application programs.
- Administer Land Management System files and upkeep data integrity
- Responds to the City Emergency Operations Center before, during, and after incidents to maintain and update maps critical to disaster preparedness and recovery operations.
- Develop and maintain professional relationships with neighboring municipal and county GIS professionals
KNOWLEDGE, SKILLS, & ABILITIES:
- Knowledge of Windows operating system (win10 +)
- Knowledge of Windows Server operating system (2016 +)
- Knowledge of GIS programming languages including Model Builder and Python (2 & 3).
- Knowledge of ESRI GIS software design and analysis.
- Knowledge of Microsoft SQL Server
- Knowledge of supervisory principles and practices.
- Knowledge of digitizing techniques, operating systems, word processors, spreadsheet applications, web design tools, hardware compatibilities.
- Knowledge of Microsoft 365 Sharepoint experience a plus
- Advanced proficiency in writing SQL queries to extract data from external RDBMS, alter tables, create views, and create triggers
- Skill in graphic rendering for optimum aesthetic mapping (Adobe Photoshop, Illustrator)
- Ability to communicate effectively both orally and in writing.
- Ability to establish and maintain effective working relationships with those contacted in the course of work.
KNOWLEDGE OF JOB:
Is knowledgeable in the methods, policies and procedures of the Department pertaining to specific duties of the GIS Analyst. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Has thorough knowledge of the organization of the City and of related departments and agencies. Has the ability to comprehend, interpret, and apply regulations, procedures and related information. Has the technical and professional ability to plan, configure, implement, and manage software and hardware programs. Has extensive knowledge of hardware and software programming and implementation and is capable of assisting in the same. Has the technical ability to perform advanced computer program analysis. Understands the programs abilities and is capable of monitoring program implementation to determine optimum capacity of hardware and software programs. Has the ability to evaluate specific program ability and designed use to establish policy and procedure regarding the execution of the programs. Has knowledge of the principles and practices of network administration. Has knowledge of and skill in the use of equipment, tools, and materials used in network administration and management information system maintenance. Has knowledge of proper English usage, vocabulary, punctuation and spelling; has knowledge of basic mathematics. Is able to type accurately at a rate sufficient for the successful performance of assigned duties. Knows how to operate and maintain a variety of office equipment as necessary in the performance of daily activities. Is skilled in applying responsible attention to detail as necessary in preparing reports and correspondence. Is able to read and interpret various materials pertaining to the responsibilities of the job. Is able to take the initiative to complete the duties of the position without the need of direct supervision. Is able to use independent judgment in performing routine and non-routine tasks. Has the ability to plan, organize, and prioritize daily assignments and work activities. Is able to offer assistance to fellow employees as necessary. Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Knows how to perform duties in a courteous manner and with the utmost integrity in the best interest of the public. Has knowledge of the occupational hazards and safety precautions of the industry. EDUCATION AND EXPERIENCE:
Bachelor’s degree from an accredited college or university with a major in Geography, Geographic Information System, Civil Engineering, Computer Science or a related field and two (2) years’ experience with Geographic Information Systems, or any equivalent combination of training and experience.
A valid State of Florida driver's license is required. A valid driver's license from another state (equivalent to the State of Florida Class E driver's license) may be utilized upon application with the ability to obtain the State of Florida driver's license within 30 days from date of employment.
WORKING CONDITIONS:
Work involves sedentary to light work in an office setting. There is frequent need to sit, talk or hear, use hands to finger, handle, or feel, walk, reach with hands and arms and to occasionally lift moderately heavy objects (up to 25 pounds) and perform other similar actions during the course of the workday. The City of Lake Worth Beach promotes a drug/alcohol-free work environment through the use of mandatory pre-employment drug testing.
PHYSICAL CONDITIONS:
Essential and marginal functions may require maintaining physical condition necessary for walking, standing, or sitting for prolonged periods of time; heavy, moderate or light lifting and carrying; repeated bending; operating motorized vehicles.
