Responsibilities:
The Department of Defense’s (DoD) Cooperative Threat Reduction (CTR) Program - implemented by the Defense Threat Reduction Agency (DTRA) – works cooperatively with allies and partners to reduce or eliminate WMD threats. The cooperative nature of the DoD’s CTR activities yields a secondary benefit of strengthening regional alliances, deepening existing partnerships, and attracting new partners.

Role Description
At Noblis and Noblis ESI, we have excellent teams of smart, collaborative, ethical and proactive experts. We are actively seeking candidates to join our team of talented professionals who possess the experience, vision, commitment, and integrity to successfully support the strategic goals of the CTR program.

Noblis is looking to add a FOIA Analyst to the DTRA Biological Threat Reduction Program (BTRP) team. Responsibilities for this position may include:
  • Provide review, analysis, and advice pertaining to FOIA inquiries
  • Clearly communicate findings/recommendations on FOIA issues to DTRA/BTRP leadership, both verbally and in written opinions
  • Plan, organize, and process information requests
  • Gather and package official documents in response to FOIA requests
  • Interpret requests for information, determining scope and identify DTRA/BTRP sections likely to maintain responsive records
  • Independently apply substantive knowledge of the statutory and regulatory requirements of the Freedom of Information Act, Privacy Act of 1974, Executive Orders by accurately applying statutory exemptions and exclusions in cases involving controversial and sensitive issues
  • Assures accurate and timely implementation by assigned staff, providing training and guidance where necessary
Qualifications:
Required:
  • Bachelors + 3 years of experience as a FOIA analyst
  • Experience adjudicating FOIA exemptions
  • Familiarity with Adobe redaction tool
  • Ability to work in a fast-paced environment while maintaining attention to detail
  • Active secret clearance
Desired:
  • Masters + 10 years of experience OR Bachelos + 18 years of experinece
  • Demonstrated proficiency in FOIA processing of technical/scientific records
  • Experience working with scientific organizations (preferably biological) and/or the department of defense
