Financial Specialist, Senior Job at State of Idaho
The Idaho Department of Commerce fiscal department is seeking an individual to join the lead economic development agency for the State of Idaho. General Information:
Incumbent will use accounting theory and practice to ensure the agency applies Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards correctly and consistently. Incumbent will apply State and agency policy to functions such as requisitions requests, accounts payable – including understand of vendor 1099s, payroll, PCARD and travel transactions to ensure the agency is in compliance with State and agency policy. This position requires efficiency and excellent attention to detail in conducting day-to-day functions. Incumbent will have to have a proficient understanding of the agency’s chart of account structure to ensure correct coding of financial transactions. The agency is in the process of rebuilding all financial system procedures. The ideal candidate will have experience reviewing existing processes and making recommendations for process changes and continuous improvement.
Reviewing and Approving Financial Transactions (40%)
- Process/Approve PCARD and Travel transactions.
- Process/Approve Accounts Payable as needed.
- Prepare Adjusting Entries as needed.
- Assist staff as needed with policy and training as it relates to PCARD/Travel/Requisition Requests and Accounts Payable
- Prepare general ledger reconciliations and prepare ad hoc financial reports.
- Review financial processes and procedures and recommend improvements.
- Review internal control procedures and recommend improvements as business needs change.
- Prepare training documents as needed.
- Review and process time entry for bi-weekly payroll
- Process payroll related maintenance in State ERP system such as position transfers, changes in compensation, employee onboarding and employee separation
Federal and State Grant Accounting (20%)
- Prepare and process federal grant draws.
- Assist with grant set up, maintenance and closing including monitoring required match for grants that have a match requirement.
- Assist with grant audits.
- Set up annual grant budgets for State grants.
- Assist with monitoring agency wide required training and annual policy review.
- Review 1099 report for accuracy
- Prepare monthly reconciliations as assigned.
- Prepare and/or review annual closing packages.
- Assist with LSO audits.
- Assist with month end closing processes.
- Special projects as needed to support the work of the Fiscal Division
- Cross-train other fiscal positions and tasks
- Some key responsibilities may change upon implementation of the new SCO LUMA application to be implemented in 2023.
Good knowledge of:
Accounting principles and practices
- Developing and preparing financial documents.
- Using a personal computer to develop, analyze, and report on financial data.
- Analyzing financial activities and recommending management action.
Desirable Qualifications
- Experience with State of Idaho Accounting and Reporting tools (STARS, I-TIME, On-line reports, IBIS etc.)
- Experience processing Payroll
- Experience with expense reimbursement
- Good knowledge of internal control procedures
- Experience building financial systems procedures.
- Exposure to the State of Idaho LUMA ERP system.
- Work proficiently with Excel (pivot tables) and Word.
- Experience preparing or reviewing journal entries.
