The Global Health Division is conducting an internal and external recruit for a Senior M&E Specialist for the USAID Frontier Health Markets (FHM) Engage project, under the Global Health Division, Health and Supply Chain Business Line. The Senior M&E Specialist will work closely with the Adaptive Learning Director to support the implementation of the performance monitoring system, which includes ensuring indicators, evaluation methods, and data collection systems are appropriate. They will ensure continuous program monitoring to help technical teams understand project performance as compared to desired results and, ultimately, help FHM evaluate our approach and produce robust evidence on the project's contributions to improved health markets at country and regional levels through quarterly, annual, and other reports.
FHM Engage is a global cooperative agreement, comprised of a suite of multiple activities, with the objective of increasing private health sector contributions to advancing voluntary family planning and other health outcomes, including maternal, newborn and child health, malaria, TB, and HIV/AIDS in lower-and middle-income countries. This will be achieved through strategies and approaches to addressing key market constraints and barriers that inhibit the functioning of local markets in mixed health systems. Key results anticipated from the project include an improved market environment for greater private sector participation in the delivery of health products and services and improved equitable access to and uptake of quality consumer-drive health products and services.
Principal Duties and Responsibilities
- Set up and maintain performance management system that reflects the global results framework and links to individual country buy-in results frameworks.
- Creating performance indicator reference sheets (PIRS) for each indicator in the performance management system and updating, as needed.
- Translating the performance management system into FHM Engage’s chosen monitoring platform, DevResults. This includes identifying an appropriate database structure for DevResults prior to setting up the platform.
- Update the global results framework as the program evolves over time and ensure those changes are cascaded down to buy-in results frameworks where appropriate.
- In partnership with country buy-in MEAL managers, co-design and manage overall project and country buy-in specific results frameworks and indicators related to the functions of health market facilitation, access and equity in health service provision, changes in supply and demand of health services vis-a-vis the inclusion of private sector. This includes:
- Conversations with technical teams to better understand the kinds of areas where FHM hopes to effect change (and how)
- Desk research to scan existing literature and monitoring frameworks to identify which, if any, indicators have been proven to be useful in areas such as improved market environment for private sector inclusion, government stewardship, and strategic purchasing arrangements
- As needed, facilitate the design, contracting, and implementation of monitoring surveys for each country buy-in, including:
- Support country buy-in MEAL managers to conduct health system baseline assessments, including approaches like dataset review, data collection (quantitative / qualitative), survey design, key informant or focus group discussions.
- Support country buy-in MEAL managers to conduct mid-term evaluations to evaluate during implementation how the project is progressing towards its long-term goals.
- Support country buy-in MEAL managers to conduct end line evaluations to evaluate overall project contributions to health market changes.
- Facilitate training of country level M&E teams and assure a consistent approach to project monitoring and evaluation.
- Work closely with the Adaptive Learning and Continuous Improvement Advisor and Director r to ensure two-way communication and data sharing for iterative learning needs, use of country activities to inform broader programmatic monitoring (and vice versa) and harmonization of project indicators to theories of change and critical assumptions.
- Work with the Adaptive Learning Advisor and Director to identify the most appropriate evaluation approaches within a country buy-in to best capture and communicate project achievements.
- Overall management and oversight for FHM data quality assurance and management practices (including storage and exchange of project reporting indicators and evaluation results, sharing necessary datasets with USAID DDL, etc.)
- Proactively identify opportunities for integration of FHM network partners in the design, implementation, and/or measurement of project AMELP activities when applicable.
Qualifications
- Bachelor’s degree required, with Master’s degree preferred.
- A minimum of 5 years of progressive experience designing and managing program results frameworks, including developing monitoring, evaluation and learning (MEL) plans, defining and operationalizing indicators, establishing and managing data management, quality assurance, and reporting systems (Related to the job functions listed above)
- A minimum of 3 years of experience managing and facilitating MEL activities for a USAID-funded project.
- Technical expertise in program monitoring and evaluation using mixed methods, preferably with experience evaluating in innovative ways and evaluating program innovations
- Experience in utilizing digital/mHealth solutions for data collection and analysis preferred
- Experience working on health systems strengthening required, experience with private health sector actors preferred
- Familiarity with reproductive, maternal, newborn, child, and adolescent health (RMNCAH) data sources and indicators, including DHS, MICS, and other population-based surveys, and FP2030/Track20 indicators preferred.
- Experience collaborating with diverse teams across different contexts, time zones, and languages

The Salary Range for this position is expected to be: $84,320 - $105,400.
