The Broward County Board of County Commissioners Transportation Department is seeking qualified candidates for the position of Expansion Project Administrator in the Capital Programs Section.

Key Responsibilities and Essential Functions

The Expansion Project Administrator is an advanced professional and administrative position responsible for managing Capital Programs expansion projects for the Broward County Transportation Department from the inception to the final construction and occupancy of those projects. The ideal candidate will possess broad, high-level experience in managing and leading a team of program managers to evaluate and coordinate all phases of the Transportation Capital Construction Programs.

Duties include, but are not limited to:

Coordinates with staff from multi-agencies and jurisdictions on the scoping, preparation, permitting, and expeditious execution of construction and design consultant contracts; performs a quality review of engineering plans, designs, specifications, pay requisitions, work authorizations, and other construction contract documents.

Manages, develops, mentors, and advises subordinate project managers to ensure their professional growth, adherence to policies/procedures, and timely work completion; prepares and administers the Transportation Departments Capital Program Budgets for numerous Capital projects and initiatives.

Provides technical process information and regulatory compliance recommendations to management, transit facilities, and operations staff; prepares initial cost estimates and schedules for each project; prepares, enters, and monitors agenda items for the award of contracts.

Prepares and secures all prerequisites from the Consultant or Contractor for the issuance of a Purchase Order to begin work (completed and signed agreements, insurance documents, bonds)

Reviews and approves pay applications, change orders, and amendments to contracts and agreements; reviews and approves design and construction schedules for the duration of the project; plans, coordinates, and directs the work of subordinates as required by work assignment.

Develops contracts and grants policies, procedures, and schedules; performs Contract Management/Administration in the absence of Capital Program staff under direct supervision; develops an analysis of timeline schedules of common work activities.

Reviews data on the agency's existing work order system and reports discrepancies, makes recommendations for collecting and entering data; evaluates and reviews reports and documents for correctness, completeness, and timeliness; counsels Consultants/Contractors regarding the various County requirements and procedures; aids and assists County and Consultant staff as needed.

Develops project scope of work, contract, and technical specification; works with County Legal and other County Divisions to develop contract requisition documents.

Reviews and oversee work performed by engineers, architects, and other technical staff; performs analysis and prepares reports to senior management.

General Description
Manages expansion projects for Broward County from the inception to the final construction and occupancy of those projects.
Works independently, under limited supervision, reporting major activities through periodic meetings.

Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in architecture, engineering, construction management, or a closely related field.

Requires four (4) years overseeing contracts in architecture, engineering, and/or construction management which involved design/construction projects or closely related experience.

Preferences

Master's Degree from an accredited college or university with major coursework in Engineering or a closely related field

Doctoral Degree from an accredited college or university with major coursework in Engineering or a closely related field

Construction Training Qualification Program (CTQP) Certification

Project Management Professional Certification (PMP)

Construction Management Association of America

Professional Engineering License or Registered Architect

Engineer-In-Training Certification

2+ years of experience in systems elements such as electric vehicle charging, transit signal priority, off-board fare collection, passenger stations, park-and-rides/transit centers, maintenance and service facilities, and operations and control centers

2+ years of experience in environmental assessment, NEPA, Transit facility design, construction, maintenance, and operations

2+ years of experience with FDOT design criteria, standard details and procedures, AutoCAD, Civil 3D, and Mathcad Software

1+ years of experience, and knowledge of Federal Transit Authority (FTA) standards, FDOT project development processes, grant writing, and management

4+ years of experience in the management of capital contracts in a municipal government

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
