This position reports to the Chief Operations Officer and serves as the Chief Human Resources Officer for the College with responsibility for directing the activities of a comprehensive Human Resources Division. Specifically, the Executive Director is responsible for, but not limited to performance management and coaching; human resource policy development and implementation; human resource consultation; budget management; talent recruitment and retention; employee recognition; HR Technologies; compensation systems; employee benefits; human resource development; organization development and interventions; organization structure and labor relations. Other duties may be assigned as necessary.

Essential Functions
- Provide administrative leadership and operational oversight for benefits, compensation, employee relations, employee staffing, compliance and organizational development.
- Develop, implement, and monitor the employee performance management system;
- Actively coach and support supervisory staff on performance management issues;
- Oversee the process of recruitment, hiring, and retention of all Jackson College employees, working to further the college’s strategic plan to have a diverse workforce;
- Serve as the College’s Equal Employment Opportunity Compliance Officer, ensuring the College meets its commitment to Equal Access/Equal Opportunity and maintains a work environment free of discrimination and is supportive of a diverse, multi-cultural workforce and student body
- Serves as the college’s Title IX Coordinator;
- Develop college human resource policies and procedures and ensures timely communication of policy and procedure changes, as well as alignment with institutional effectiveness measures;
- Maintain knowledge of employment legislation and ensuring that the college’s policies are in compliance;
- Oversee the content for the College’s HR Website in a way that encourages recruitment of new persons, representing the college as a welcoming and equitable employee choice as well as serves as a resource to College employees;
- Develop and administer annual budget for the Office of Human Resources within established fiscal guidelines;
- Works collaboratively on special events such as the All College Celebration and campus professional development/convocation days;
- Manage the annual review, preparation, and administration of college wage and salary program;
- Administer classification program, which includes participating in the classification for new and revised positions;
- Responsible for facilitating productive faculty, staff and labor relations including participation for the negotiation and implementation of collective bargaining agreements, as well as handling all filed union grievances;
- Design, develop, coordinate and deliver and facilitate a leadership, management and staff professional development program;
- Manage, investigate and problem solve solutions regarding employee investigations;
- Serve as the responsible agent for enforcing adherence to the College’s policies and procedures as well as applicable federal and state employment laws;
- Promote an environment supportive of the College mission, vision, values, and beliefs
SUPERVISORY RESPONSIBILITIES:
This position must carry out supervisory responsibilities in accordance with the College's policies, labor agreement and applicable laws. The Executive Director directly supervises the Director of Human Resources. Other job responsibilities include interviewing, hiring, and training employees; coordinate screening teams; planning, assigning, and directing work; appraising performance; union contract compliance, rewarding and disciplining employees; addressing complaints and resolving problems.
CONTACTS AND PURPOSE OF CONTACTS:
Internal: Frequent contact with staff at levels in various campus departments in an information gathering and problem-solving capacity.
External: Contact with students, community leaders, Uniserv Directors, and members of professional organizations as a representative of Jackson College

Education and/or Experience
Required:
- Master’s degree in an area related to Labor Relations, Human Resources Management, or Education Administration, and a minimum of six (6) years of progressively responsible Human Resources experience.
- This position must minimally have a strong background in the area of Human Resource Management, and experience in labor relations and union negotiations.
- SHRM-SCP or SPHR Certification
Cultural Skills
Ability to work effectively in a multi-ethnic/multi-cultural environment with students, faculty, staff, and applicants. The Executive Director must also have an appreciation for, and ability to work effectively, with persons of different cultural contexts and socioeconomic backgrounds.
Language Skills
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. The Executive Director must have the ability to respond to common inquiries or complaints from employees, regulatory agencies, or members of the community. Ability to write speeches and articles for publication that conform to prescribed style and format. The position requires the ability to effectively present information to top management, public groups, and/or boards of directors.
Mathematical Skills
The Executive Director must have the ability to work with mathematical concepts such as probability and statistical inference and the ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Ability
Ability to define problems, collect data, establish facts, and draw valid conclusions. The post requires the ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
