This position is domiciled in East Baton Rouge Parish.
This Environmental Project Specialist vacancy is in the Permit Support and LELAP Section of the Public Participation and Permit Support Services Division.
This position reviews Name/Owner/Operator Change (NOC-1) applications. This involves careful review of the applications and comparison of the submittals with the requirements of the regulations and the checklists maintained by the Permits Division and PAAR Group. If the applications are determined to be administratively complete, the incumbent prepares correspondence for approval of transfer by the administrative authority. If the applications are determined to be deficient, the incumbent notifies the applicant and provides the applicant with a list of deficiencies. This position also creates activities and completes milestone tasks, including but not limited to date received, receipt of fee, administrative completeness determination, and prepare final decision, in the TEMPO/Advantage database for each NOC-1.
As part of a Career Progression Group, vacancies may be filled from this recruitment as an Environmental Project Specialist 1, 2 or 3 depending on the level of experience of the selected applicant.
There is a Special Entrance Rate (SER) for this position, as follows:
Environmental Project Specialist 1 - $17.07 per hour or $1365.00 biweekly
Environmental Project Specialist 2 - $19.55 per hour or $1563.40 biweekly
Environmental Project Specialist 3 - $22.38 per hour or $1789.80 biweekly

SUBSTITUTIONS:
Subprofessional experience in data management, environmental science, computer science, accounting, engineering, or clerical experience gained in an environmental regulatory enforcement program or a natural resources regulatory enforcement program will substitute for the required college on the basis of 30 semester hours for one year of experience.
Function of Work:
To develop, manage, and implement projects pertaining to the State's environment and to assist in the regulation of environmental effects of industrial, commercial, governmental and construction activities.

Close from an Environmental Project Specialist 3 or other higher level position.
Supervision Exercised:
None.

Job Distinctions:
Differs from Environmental Project Specialist 2 by the assignment of beginning level environmental project work and by the lack of assigned experienced level responsibilities.
Participates in planning, developing, and managing projects dealing with environmental activities such as Underground Storage Tanks Resource Management, Local Environmental Programs, Recycling/Waste Reduction, and Clearinghouse of Proposed Landfill Projects.
Meets with local, regional, and state officials and assists in determining needs for projects and in coordinating development of plans to address and alleviate existing or potential problems.
Reviews transcripts from public hearings and prepares report of citizen concerns to be addressed.
Assists environmental specialists with the recording, evaluation, investigation and tracking of environmental incidents, i.e., citizen's complaints, spills, and permit excursions.
Assists environmental specialists in tracking compliance with
enforcement actions.
Assists in conducting studies and analytical assessments of project impact; identifies existing or potential problems and recommends solutions.
Analyzes proposed and current state and federal legislation, determines impact on Louisiana's environment and related interests and prepares summary reports.
