Job Duties
The Department of Environmental Quality, Division of Environmental Enhancement seeks a highly qualified and experienced candidate to serve as the Environmental Impact Review Coordinator. This position assists the EIR Program Manager in carrying out program goals in accordance with applicable laws and regulations and with the mission of the agency. This position coordinates reviews of the environmental impacts of state and federal projects and actions, and prepares written reports providing unified recommendations to ensure that proposals conform to state environmental laws, policies, and standards. As projects are assigned, this position carries out the Agency's responsibilities for the review of State Environmental Impact Reports, Federal NEPA documents, Virginia Coastal Zone Management Program consistency determinations/certifications, and the review of projects as requested by the State Corporation Commission and the Department of Aviation, oil and gas drilling proposals, and other environmental impact analyses.
Minimum Qualifications
- Comprehensive knowledge of state environmental impact review requirements and procedures, and federal NEPA and CZMA requirements and associated programs pertaining to impact review
- General knowledge of major state environmental programs and regulations and ability to identify potential program impacts
- Ability to work with minimal supervision
- Demonstrated ability to meet deadlines
- Ability to synthesize information to define problems, alternatives for action, and appropriate solutions
- Working knowledge of CZMA federal consistency regulations and procedures and Virginia’s Coastal Zone Management Program
- Demonstrated skills and abilities in negotiation of environmental issues
- Knowledge of the federal intergovernmental review process and its impacts to local and state grant programs
- Ability to present information clearly and concisely in written or oral form. Demonstrated skills in automated word processing skills, conducting on-line information searches, and working knowledge of data tracking systems
- Demonstrated ability to analyze site plans, construction drawings, and engineering calculations
Preferred Qualifications:
- College degree with major studies in environmental science, policy analysis, management or equivalent combination of education and training with the following
- Ability to analyze environmental issues of interest to the Commonwealth, including conducting literature searches, soliciting information or participation from pertinent sources, identifying and analyzing policy alternatives and options, and developing appropriate recommendations
- Experience with state agency public hearings.
