Engineering Inspector II Job at Bay County, FL
This is advanced technical work inspecting Public Works road, bridge, dredging, dock, seawall, storm sewers, sanitary sewers, water main, and concrete construction to ensure compliance with all state and local rules, codes, and specifications applicable to type of work. Work is performed under minimal supervision of the Engineering Construction Supervisor and is subject to review through oral and written reports.
- Coordinates inspection resources for inspection of capital improvement projects, construction of Reviews draft plans for constructability issues.
- Checks contractor’s required FDOT personnel and plant certificates and equipment for tolerances and proper operations.
- Reviews Superpave asphalt mixes and portland cement concrete job mix formulas for specification compliance.
- Writes commercial laboratory material testing task orders.
- Coordinates project layout, assist contractors in interpreting plans and specifications, and handles field changes.
- Inspects concrete form work and rebar placement.
- Inspects earthwork materials, grade, slopes, and density.
- Inspects roadway grades, gradients, base and subgrade for compliance with plans and specifications
- Inspects asphalt and portland cement concrete placement for compliance with plans and FDOT specifications.
- Reviews pavement acceptance tests such as surface tolerance, core sampling, and density testing.
- Reviews test reports and makes acceptance recommendations to project engineer.
- Uses daily progress spreadsheets and writes daily and monthly progress reports.
- Reviews project submittals and makes compliance recommendations to project engineer.
- Inspects new development for compliance with approved plans and specifications and County Land Development Regulations.
- Inspects utility installations (telecommunications, electric, gas, water, etc.) for compliance with right-of-way permits.
- Ensures compliance with all state permit requirements.
- Coordinates project close out inspections, develops punch list, and completes contractor critique.
- Regular reliable full-time attendance as scheduled.
- The employer may add to or change duties at any time and as determined by the County and its leaders to best ensure that the public is served through the work of the Department.
- Performs other related duties as assigned.
- Graduation from high school or the equivalent, or vocational school, preferably supplemented by college civil engineering courses.
- Two (2) years’ experience in public works construction inspection.
- Solid knowledge of FDOT Specifications and Roadway and Traffic Design Standards.
- Must possess and maintain current certifications as follows:
- F.D.O.T. Asphalt Paving Technician Level I and II
- F.D.O.T. Intermediate Work Zone Traffic Control Course
- Florida Stormwater Erosion and Sedimentation Control Inspector
- OSHA Confined Space Entry
- Must be able to obtain all FDOT and FDEP certifications within two (2) years of employment.
- Ability to use special types of equipment.
- Must be able to comprehend, speak and read the English language.
- Must have and maintain good interpersonal and communication skills to deal with the public.
- A comparable amount of training and/or experience may be substituted for the minimum education qualifications.
LICENSES AND/OR CERTIFICATIONS:
Possession of or ability to obtain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program.
- Knowledge of the principles of civil engineering as they relate to surveying, drafting, and simple to moderately complex design procedures.
- Knowledge of the principles of civil engineering design, methods, and materials used in public works road, bridge, storm sewer, sanitary sewer, water main, and marine construction, and as they relate to surveying, drafting, and moderately complex design procedures.
- Knowledge of the principles, practices, standards, and techniques of engineering drafting.
- Knowledge of FDOT design standards for Design, Construction, Maintenance and Utility Operation, and the Roadway and Traffic Design Standards, FDOT Standard Specifications for Roads and Bridges Construction and their use relating to project construction.
- Knowledge in the use of MS Word, Excel, and Outlook are essential.
- Must have good interpersonal and communication skills to deal with public.
- Outstanding project management and organizational skills.
- Excellent oral and written communication skills.
- Expertise in the use of MS Word, Excel, and Outlook is essential.
- Ability to read and interpret construction plans and design standards relating to public works, leisure services, storm sewers, water distribution, sanitary sewers, bridges, drainage and other related projects.
PHYSICAL REQUIREMENTS/ENVIRONMENTAL CONDITIONS:
Work is primarily performed outdoors and requires exposure to environmental changes (e.g., outdoor weather and/or field conditions, warehouses, garages, etc.) or irate customers, extreme noise, odors, heights and/or dust.
This position requires some exposure or risk to physical health and/or physical safety (e.g., exposure to environmentally hazardous material, heavy equipment, etc.). This position may require the use of Personal Protective Equipment (PPE) and may include completing and successfully passing medical evaluations or clearances.
This position requires stooping, crouching, walking, pulling, lifting, grasping, hearing, visual acuity (i.e. seeing up close, seeing far away, depth perception), kneeling, reaching, pushing, talking, standing, climbing, finger movement, repetitive motions. This position may require frequent lifting and carrying of 25-50lbs, and occasionally up to 100lbs.
