This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.
This position is an entry level engineer supporting the Rules Development Branch (RDB) in the Division of Air Quality’s Planning Section. The position provides engineering and economic analytical support for the development and modification of air quality rules to implement State and federal Clean Air Act (CAA) requirements related to ambient air quality management.
Key Responsibilities:
- Supports development of and revisions to state air quality rules (codified at 15A North Carolina Administrative Code (NCAC) 02D and 02Q) and supporting documentation (i.e., fiscal notes, regulatory impact analyses, hearing records, and technical support documents) following the North Carolina Administrative Procedures Act (APA);
- Supports development of state plans in accordance with Sections 111(d)/129 of the federal CAA;
- Supports development of presentations on rulemaking actions to the Air Quality Committee (AQC) and Environmental Management Commission (EMC);
- Supports development of materials for and management of public hearings and the public hearing process for the adoption of new and revision of existing rules and plans;
- Supports organization and development of responses to comments on rules provided by the public, state and local agencies, AQC, EMC, and Rules Review Commission (RRC); and
- A valid NC Real ID Driver’s License is required. You must be able to obtain within 6 months of hire and maintain for employment.
The Division of Air Quality (DAQ) works with the state's citizens to protect and improve outdoor, or ambient, air quality in North Carolina for the health, benefit, and economic well-being of all. To carry out this mission, the DAQ operates a statewide air quality monitoring network to measure the level of pollutants in the outdoor air, develops and implements plans to meet future air quality initiatives, assures compliance with air quality rules, and educates, informs and assists the public with regard to air quality issues. Recruitment Range: $52,875 - $63,762

To qualify for this position, applicants must document on the application that they possess ALL of the following:
Ability to apply the basic engineering concepts, practices, and theories involved in the design, development, review, permitting, and/or operations of projects/sites and their potential environmental and safety impacts.- Ability to review engineering/technical plans and/or data for completeness, compatibility, compliance with engineering principles, standards, codes, or design needs.
- Ability to communicate, both verbally and in written form, with people such as the public, environmental contacts, public officials, and other similar personnel.
- Certification as an Engineer-In-Training (EIT) or a Professional Engineering (PE) license.
- Applicant with strong written and oral communication skills and excellent computer skills.
Minimum Education and Experience Requirements
Bachelor's degree in an applicable field of engineering from an appropriately accredited institution; or an equivalent combination of education and experience.
*Equivalent combination of training and experience" is defined as North Carolina certification as an Engineer In Training (EIT), Engineer Intern (EI), or Fundamentals of Engineering (FE) or North Carolina licensure as a Professional Engineer (PE)* (To be considered for this position, Engineer In Training (EIT), Engineer Intern (EI), Fundamentals of Engineering (FE) and Professional Engineers must enter their license number under the Certification and Licensure section of the application.)
Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
- Engineering students with an anticipated graduation date of Spring 2023 will be considered beginning March 2023. Job offers will be contingent upon completion of your degree.
