E-Learning Developer (Instructional Design Focus)

Pay Range:63,294.40-73,112.00 Annually
Position Summary
Under the supervision of the Director of Human Resources, the E-Learning Developer is responsible for developing and maintaining online learning content, managing the Agency’s Learning Management System and partnering with Subject Matter Experts to ensure effective e-learning content production. In conjunction with the Training and Professional Development department, conducts integrated training needs assessments, as well as coordinates, develops, and designs web sites, applications and components for E-Learning programs. Using Adult Learning methodologies, utilizes instructional design principles to ensure successful transfer of knowledge, skills and abilities.
Essential Functions
- Responsible for all aspects of e-learning design and development which includes writing and programming e-learning content, multimedia creation, and program testing.
- Partners with Subject Matter Experts to design, develop, storyboard, narrate, edit, and evaluate e-learning trainings.
- Using Subject Matter Experts content, formulates learning objectives and content for e-learning solutions.
- In collaboration with Training and Professional Development staff, determines instructional methods for the e-learning systems.
- Works with the Training & Professional Development department, Subject Matter Experts and others to evaluate the effectiveness of e-learning curriculum by creating and implementing measures to track outcomes and to ensure alignment with Agency objectives.
- Manages design, development, implementation and maintenance of Agency’s Learning Management System (LMS).
- Monitors e-learning data and reports on progress, problems and solutions for continuous quality improvement.
Education And Experience Requirements
A degree in Instructional Design, Instructional Educational Technology or multimedia production is a plus as well as strong industry knowledge of technology and developments in this field AND a minimum of five (5) years of instructional design experience AND a minimum of two (2) years of experience working with application development teams and projects.
