Job Title: EHS Supervisor
Job Function: The EHS Supervisor will be directly involved in ensuring that EHS policies & objectives are incorporated in all the site activities and construction projects.

Scope of Job
  • RCM is looking for a EHS Supervisor for our petroleum client in Puerto Rico to supervise site activities in order to ensure implementation of EHS applicable standards, ensuring the application, in accordance with the contractual requirements of the Company.
Primary Responsibilities
The job holder shall oversee the following activities:
  • Ensure that applicable EHS rules, programs and regulations are properly followed and applied in all projects.
  • Prepare EHS Weekly / Monthly reports
  • Ensure that site construction and terminal operation simultaneous activities are managed and safely performed.
  • Support and advise the Project Manager on EHS aspects, assist him in the regular EHS inspections and audits required at the Contractor facilities and site works.
  • Ensure that the Contractor's EHS plans are in accordance with the Company requirements and directions.
  • Conduct EHS audits of main subcontractors and suppliers as appropriate.
  • Report any deviation to the Company EHS requirements or applicable rules or any risk identified of during the project.
  • Ensure the implementation of adequate EHS measures on the worksite during the construction phase and act as EHS site representative.
  • Participate in / review Job Risk Assessment with Contractors, ensure adequate risk mitigations measures.
  • Participate or lead Prevention Plan preparation and supporting documents, review with contractors and operational teams.
  • Perform safety inductions to any new employee/contractor working in the facility
  • Review and adapt Works Permit system and check conformity with Company's safety procedures.
  • In coordination with the Terminal Manager, give relevant work permits to contractors.
  • Lead and monitor the execution of Daily Site survey & pre-Job meeting related to the PTW system.
  • Continuous supervision of project execution to ensure all activities are performed according to requirements.
  • Organize and participate in the EHS Audits I Inspections on site as required and ensure that corrective actions are defined.
  • Ensure and monitor follow-up of corrective actions.

Facility related activities
  • Assist EHS Management and Facility Managers to prepare and keep updated emergency plans, contingency procedures, safety drills.
  • Support and/or organize exercises to ensure the effectiveness of the plans
  • Conduct regular safety talks with the contractors, employees, and management to ensure they are aware of safety rules and that they apply them.
  • Supervise all activities on site for Safety compliance
  • Ensure and monitor the execution of Site Emergency drills
  • Perform weekly and monthly equipment inspections as per requirements (security barriers, EHS equipment, etc.) and report monthly corresponding KPI's.
  • Support operational teams and EHS management in monitoring and compliance with SVVPPP & SPCCP
  • Ensure calibration and routine tests of gas detectors.
Context and Environment
  • Projects to be performed in gasoline and distillate tank-farms under continuous (24H/7days) operation, Service Stations or any other facility owned or operated by the client.
  • Works during weekends or in extended worktime may be performed.
  • Sites within Puerto Rico and USVI
  • Continuity of operations during construction is a priority.
  • Highly regulated environment.
Qualifications
  • Field experience through construction projects and/or operation with safety background
  • Knowledge in EHS matters and OSHA trainings
  • Language: fluent in English and Spanish
  • Supervision and communication skills
  • Capacity to prioritize tasks, and ability to adapt easily to changing conditions
  • Computer skills (Office package, SAP)

Education & Certifications
  • Bachelor's Degree in Engineering field, preferred
  • Professional experience: at least 5 years' experience in construction
