The Texas Health and Human Services Commission (HHSC) Early Childhood Intervention (ECI) Office seeks a highly qualified candidate to fill the position of Training and Personnel Development Lead (Program Specialist VI). ECI is driven by its mission to assure that families with young children with developmental delays have the resources and support they need to reach their goals. This position makes a significant contribution to ECI’s mission by planning, developing, implementing, and evaluating training and technical assistance products for ECI contractors, community partners, state agencies and other audiences that is consistent with Individuals with Disabilities Education Act (IDEA) Part C requirements and current recommended practices in early intervention.
This position reports to the ECI Manager of Policy and Support. Performs advanced consultative services and technical assistance work for the ECI program. While this is not a supervisory position, the Training and Personnel Development Lead performs a team leadership function and will assign and prioritize the work of other ECI staff. Works under limited direction with extensive latitude for use of initiative and independent judgment. The Training and Personnel Development Lead must also uphold the cultural values of courtesy, professionalism, and respect.


Essential Job Functions:
Oversees the daily operations of training and personnel development team members who are responsible for the planning, development, implementation and evaluation of training projects/materials and Early Intervention Specialist (EIS) personnel standards. Leads regular team and individual meetings to review goals, status on projects, and incorporation of evidence-based practices in education and early childhood intervention. (35%)
Plans, develops, implements, and evaluates training projects/materials and EIS personnel standards. Provides ongoing guidance, feedback and technical support to the team related to audience-centered curriculum/materials on best practices in early intervention. Keeps abreast of current research and recommended practices related to early intervention. Identifies the need for new training products/materials, and provides guidance to staff in the development and integration of new content and training initiatives. Works with staff in ECI Performance and Oversight to identify trends and areas of needed change at the contractor level and makes recommendations to improve performance and operations via training materials/products. Serves as a resource for program management, legislators, other elected officials, governmental entities, community partners, and the public. Represents ECI at national and state conferences, meetings, seminars, and participates on task forces and committees. (15%)

  • Skill in developing and delivering presentations/training.

  • Skill in researching evidence-based practices in early childhood intervention or other topics.

  • Ability to identify problems, evaluate alternatives, and facilitate the development of effective solutions.

  • Ability to gather information from various sources to inform future educational/training needs.

  • Ability to effectively communicate, both verbally and in writing.

  • Ability to evaluate and interpret rules and regulations.

    Initial Selection Criteria:
    Graduation from an accredited four-year college or university with major coursework in education or special education, educational curriculum development and instruction, education leadership, education administration, early intervention, early childhood education, human or social services, or related field. Four years’ relevant work experience may be substituted for the university degree.
  • At least two years’ experience in curriculum development and evaluation.

  • At least two years’ experience in developing and conducting training or presentations.

  • At least one year of experience planning, assigning and overseeing the work of others.

  • Experience using Articulate Storyline software preferred.
