JOB DESCRIPTION
Job Title: Early Childhood Services Coordinator Grade: 17

Job Summary: This position is responsible for performing professional work primarily in the support and assistance of early childhood initiatives.
Supervision Received: Works under the direction of the Youth Services Supervisor.
Supervision Exercised: May lead technical and clerical staff as assigned.
Examples of Essential Duties:
- Assists with the coordination of various special projects;
- Assists with the development and administration of program budget and related duties;
- Assists with the selection of consultants and other vendors;
- Conducts data collection and program evaluation, including preparation of related reports;
- Conducts program evaluation;
- Develops and prepares grant proposals and related materials for grant applications for initiatives related to Town’s young children and families;
- Ensures compliance with requirements of grant funded activities/agencies through various reporting and quality assurance mechanisms with stakeholders, agencies, and grantors;
- Facilitates dialogue between service providers, parents, Town and Board of Education Departments, and other community stakeholders to encourage coordination of early childhood services and programs;
- Identifies and provides educational development opportunities for parents, providers and professionals;
- Maintains all aspects of the grants including fiscal management, reporting, data collection, and implementation and evaluation/accountability;
- Maintains records and files for Town committees as assigned;
- Manages and coordinates volunteer activities related to early childhood initiatives;
- Manages special projects;
- Oversees implementation of grant funded initiatives and directives for assigned grants;
- Performs community outreach and education;
- Prepares and distributes news releases, flyers, brochures, and other public relations materials as needed;
- Prepares reports, studies and recommendations regarding early childhood initiatives;
- Provides technical assistance and professional guidance to various Town committees including
- Mansfield Advocates for Children and others as assigned;
- Researches new grant funding opportunities benefitting young children and families in Town;
- Serves as a liaison and partner with outside agencies and organizations, staffing boards, commissions, and committees;
- Supervises student interns as assigned;
- Supports Mansfield Youth Services positive youth development programming as assigned;
- Supports opportunities for parent education in collaboration with department, early childhood centers, and Board of Education stakeholders;
- Performs related duties as required.
Knowledge, Skills and Abilities:
- General knowledge of early childhood programs and services;
- Ability to communicate effectively both in writing and through oral presentation;
- Ability to demonstrate good judgment, empathy, sensitivity and flexibility;
- Ability to establish and maintain effective working relationships with co-workers, town officials, town residents, and community partners;
- Ability to gather and interpret data and prepare reports;
- Ability to manage programs and grants;
- Ability to operate personal computer and various software packages, including but not limited to MS
- Office Suite;
- Ability to work independently and make decisions following established policies and operating procedures;
- Ability to establish and maintain effective relationships with individuals from diverse backgrounds.
Minimum Qualifications
Bachelor’s degree in education, human services, social work or a closely related field and two (2) years of professional experience in early childhood services required. College training may be substituted for experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree. Incumbents in this class are required to possess and retain a valid Motor Vehicle
Operator’s license. Incumbents in this class must obtain a public service license required within six (6) months of appointment. Incumbents in this class are required to attend evening and weekend meetings and events as needed in support of the work of assigned Town Committees, Commissions, and Boards.
Working Conditions, Physical and Mental Requirements: Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties of the class. Incumbents in this class may be exposed to some danger of injury or physical harm from on-site environments and a moderate degree of discomfort from exposure to year-round weather conditions. A physical examination may be required.
