We are seeking a strong management experience, confident, and collaborative leader to support the Home and Community Services, (HCS)within the Aging and Long Term Support Administration (ALTSA). In this role, as the Medicaid Unit Manager, you will provide management and supervision to a unit of the policy professionals that are responsible for the statewide policy, administration, and daily operation of three Long-term Care Medicaid waivers, two state plan program services offered, and quality assurance policy. You will be responsible for strategic planning; program, and policy development, ensuring compliance with state and federal statutes and regulations, and building/maintaining strong relationships with federal partners, other units of government, and field staff. You will provide management and supervision to the policy professionals that provide residential and specialty contracts. You will provide technical assistance, and training interprets policy and works toward continual improvement of services to the public through system analysis, program planning, development, and implementation of program policies and regulations.
Some of what you will do:
- Plan, lead, organize, and direct the work performed by the unit.
- Assure appropriate and optimal use of the organization’s resources and enhance the effectiveness of employees through timely appraisal and professional development opportunities.
- Supervise Medicaid policy program management team, support, and collaborate with statewide field staff, other state agencies, and community partners.
- Collaborate with the newly forming residential policy unit manager.
- Communicate directly with federal funders regarding Medicaid policy and state strategic direction.
- Oversee and provide technical assistance to program managers, service providers, and field staff and approve training curriculum for field staff and provider groups as needed.
- Respond to and oversee constituent and legislative inquiries.
- Oversee policy, procedures, and rule interpretation and respond to federal and state audits.
- Responsible for quality assurance policy and monitoring the effectiveness of the program.
- Serve as the primary resource for ALTSA executive management about long-term care, HCBS waivers, State Plan services, Medicaid quality management policy, administrative hearings, and residential policy.
- Provide analysis and recommendations to ALTSA executive-level management regarding changes in benefit levels or program allocations impacting programs.

Who should apply:
- A bachelor’s degree in social work, health, social science, public administration, or a related field. At least five or more years of experience; and
- Experience, knowledge, and skills in all aspects of staff supervision.
- Knowledge and skills in advanced management principles, including policy writing, legislative analysis, contract negotiation, and budget development.
- Ability to collaborate with other unit managers, divisions, administrations, and business partners.
Skills and Abilities
- Knowledge of Home and Community Care principles and options for older adults and people with disabilities.
- Understanding of and commitment to the principles of person-centered planning, consumer choice, and self-direction
- Knowledge of existing state and federal statutes and regulations pertaining to services to older adults and people with disabilities
- Knowledge of principles and practices of home and community-based service delivery systems, payment systems, vendor contracts, and client eligibility rules for functional and financial requirements.
- In-depth knowledge of the Department's CARE assessment tool.
- Experience in planning and/or administering community-based supportive services for seniors and/or people with disabilities.
