Minimum Qualifications:
High School diploma or GED required; Associate’s or Bachelor’s degree in Engineering preferred; by ten (10) years of progressively responsible experience in water distribution system operation and maintenance to include four (4) years of supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s license. Must possess and maintain a state of Georgia Water Distribution System Operator License and Level 1A Erosion and Sedimentation Control Certification. Georgia Water System Operator Class IV license is preferred.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

The examination will consist of a review of education and experience, accomplished by analysis of the application. Example of Duties

Purpose of Classification:

The purpose of this classification is to perform duties related to overseeing the operation and maintenance of the water distribution system for the areas where Fulton County provides potable water to residential, commercial, industrial, and institutional customers. The Water Distribution System Manager is distinguished from the Superintendent, Water & Sewer position in that the former oversees the entire water distribution functions of Public Works including water meter reading and installation, water distribution infrastructure construction and maintenance including emergency water system repairs, and the cross connection control program whereas the latter only manages one of these sections

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Operates and maintains the water distribution system that provides potable water from the treatment plant to customers served by Fulton County.

Oversees the design and implementation of upgrades to the water distribution system.

Manages assigned staff, including establishing workloads; prioritizing work assignments; evaluating employee performance; developing, interpreting, and enforcing policies and procedures; resolving staff issues; and administering disciplinary action as required.

Maintains construction specifications for work involving the water distribution system by contractors. Designs, operates, and maintains water pump stations.
Coordinates the setup of all system information utilizing and leveraging the SCADA system to maximize the efficiency to the water distribution system.

Operates storage tanks, in conjunction with water treatment plant operations, to maintain safe fire flows rates, prevent over pressurizing water system and tank overflows.

Oversees the connections monitoring system and piping system of the potable water transmission main infrastructure to the water distribution system.

Operates the water reuse system that provides treated, non-potable water from wastewater reclamation facilities to high volume irrigation users.

Manages four (4) active programs within the water distribution system including Utility Locate Services, Cross Connection Control Program, Small meter installation and replacement program, and Large Meter Replacement and installation program.

Implements the Emergency Response Plan for Fulton County Water System that includes coordination of various Fulton County departments (Fire, Police), Cities, counties and state officials.


Additional Functions:

Provides coverage during special events/activities as needed; responds to emergency/disaster situations as required; provides assistance to other employees or departments as necessary; and performs other related duties as required.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations.

Functional Reasoning: Requires the ability to apply principles of logical or synthesis functions; to deal with several concrete and abstract variables; and to analyze major problems that require complex planning for interrelated activities that can span one or several work units.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
