Director, Sponsored Billing Operations Job at Broad Institute
Job Description
The Director of Sponsored Billing Operations is responsible for leading the Institute’s sponsored billing and collections activities, ensuring efficiency, timeliness, accuracy and compliance for all billing operations for our internal and external customers (includes both federal and private sponsored activity).
Reporting to the Controller, this role will provide oversight of billing and collection activities for a variety of customer types: sponsors (federal and non-federal), platform customers (e.g., genomic sequencing), intellectual property (IP) licensees, and other partner organizations. The successful candidate will envision what the future state of operations should look like, overseeing the build-out of processes where standardized processes are lacking and optimizing processes and systems where inefficiency exists. This lens will be especially important as the Institute plans to go-live with a new Oracle Cloud ERP and then stabilize and optimize the system in the coming months.

Have demonstrated success in a sponsored research environment and the curiosity necessary to understand and take a leadership role in improving cross-functional operations.

Think strategically about where the Institute’s greatest risks lay in sponsored billing operations and determine how best to mitigate those risks, measuring and monitoring success and reporting to Finance leadership.

Have demonstrated knowledge and capability for oversight of platform/recharge center operations and associated internal/external billing, leveraging a modern ERP system for support of the Institute’s platforms. Working collaboratively with both OSR and Financial Strategy, Planning & Analysis (FSP&A) to ensure regulatory compliance and the strategy of platform/recharge center operations are supported by the pricing and quoting software.
Key Responsibilities:
Billing Operations

Partner with the Billing Manager to drive results for accurate tracking and timely invoicing for all sponsored research billing activities for the Institute including periodic cost-reimbursement (including the federal LOC), milestone, and fixed-price agreements in addition to sub-award and salary billing arrangements

In overseeing the billing operation, work with the Billing Manager to identify gaps where the Institute is prevented from billing in a timely manner. Develop a consistent and sustainable approach to mitigating these gaps and ensuring the Institute does not suffer financial loss due to lack of timely billing.

Provide oversight and leadership for the Billing Manager and team as the new ERP system (Oracle) is stabilized and optimized with tools for efficient operations and monitoring.

Oversee the Institute’s platform billing process for internal and external customers, ensuring a high customer satisfaction level from billing operations.

Partner with the IP Finance team regarding the support of the billing and collection for licensee fees, royalties and reimbursement of patent defense costs

Evaluate the feasibility of utilizing third-party billing/payment options that could streamline the Institute’s billing operations
Accounts Receivable and Collections

Oversight of Collections Manager and team, ensuring a regular, clearly defined cadence of sponsor/customer outreach and appropriate and timely escalation process is adhered to concerning aged balances, maximizing collection of funding for the Institute’s research

Develop and foster relationships with key personnel within the Institute’s partner institutions (e.g., MIT, Harvard and the Harvard-affiliated hospitals) to assist in resolving aged or problem accounts
Analysis and Forecasting

Oversee the development, maintenance and reporting for applicable efficiency metrics for the billing and collections teams (e.g., invoice generation/delivery timing, DSO, average unapplied payment balance)

With the Collections Manager, evaluate the adequacy of the reserve for bad debt on a periodic basis, recommending appropriate adjustments and proposing balances for write-off as needed once collections efforts have been exhausted as reflected in the Institute Collections Policy

In partnership with FSP&A, enhance cash forecasting tools and techniques for sponsored billing operations, taking into account the timing and nature of the various types of receivables and other cash inflows for the Institute
Platform Operational Support

Lead a team who provides centralized system and operational support for the Institute platform/recharge centers, while working in a complementary fashion with OSR and FSPA for consistent and compliant Institute platform operations.
Collaboration and Problem Solving

Serve as a key collaborator and partner for those at the Institute who are negotiating terms and conditions in sponsored research and customer agreements pertaining to the billing operations of post-award management (e.g. invoicing, payment terms).
Requirements

At least 8 years of billing and collections management (predominantly sponsored research) as well as platform/recharge center operations (leveraging pricing and quoting software functionality) which includes Uniform Guidance Guidelines proficiency

Demonstrated people development, evidenced by the teams and individuals the candidate has been responsible for

BS/BA in accounting, finance, or related field

Proficiency with Microsoft Excel (pivot tables and look-ups), Google Apps, and experience with Accounts Receivable ERP system functionality; Oracle Cloud a plus

Excellent verbal, written and interpersonal communications skills
