The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a dynamic professional to lead critical workforce initiatives. The Director of Workforce Initiatives is responsible for developing strategic workforce plans and implementing a talent-delivery method for the DBHDS system to include 12 behavioral healthcare facilities, Central Office, Community Services Boards and private providers. The incumbent will strategically plan for the future needs of the system though workforce planning and analysis, so that the system attracts and retains a high-quality and diverse workforce that is capable of accomplishing the system’s mission and objectives. This role is also responsible for partnering with facility human resource and training department staff, constructing and maintaining a talent pipeline, serving as a liaison between facilities and potential candidate pools, and staff development. In addition, this position is responsible for researching and applying for grants, and developing dashboards and other reporting tools.
Minimum Qualifications
Experience in workforce development, organizational change initiatives, and building career ladders within a healthcare system. Experience in grant writing. Skilled in change management techniques with the ability to facilitate and bring diverse groups to consensus. Ability to problem-solve. Skilled in training development. Proven communication and presentation skills. Selecting and using training/instructional methods and procedures appropriate for the situation when learning or teaching new things. Ability to understand the implications of new information for both current and future problem-solving and decision making. Advanced Excel skills, with the ability to manipulate data to show workforce statistics within the agency for internal and external stakeholders and a preference of knowledge of Power BI applications. Ability to communicate effectively through written and oral communication and tailor their communication to their audience from entry level positions to executive management communications.
Preferred Qualifications
Bachelor’s degree in Human Resources, a related field, or equivalent experience within the Human Resource and/or Training & Development field. SHRM or PHR certification. Experience working in a behavioral healthcare environment.
Special Requirements
Effective July 5, 2022, all Commonwealth of VA State Employees are required to work onsite. However, this position is currently eligible for one (1) telework day a week. Additional days may be considered. Both options are at the discretion of the Supervisor.
