Department: Equity and Community Engagement

The City of Chattanooga is seeking a strategic and visionary leader to direct the Office of New Americans (ONA) and lead the Kelly Administration’s work to meaningfully engage and empower immigrants and refugees. Housed under the City of Chattanooga’s Department of Equity and Community Engagement, this position reports directly to the Chief Equity Officer.

ESSENTIAL JOB FUNCTIONS

The following duties are NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities

Strategy and Vision

  • Work in close partnership with the Mayor’s Office and the Chief Equity Officer to establish and implement a clear mission and strategic goals for ONA;
  • Prioritize systems-level work that leverages the unique role of the Mayor’s Office and supplements, rather than duplicates, the efforts of immigrant- and refugee-serving organizations;
  • Ensure that ONA’s work reflects national best practices.

Partnership and Coalition Building

  • Build and strengthen relationships with the philanthropic, nonprofit, faith-based, and community-based organizations that serve Chattanooga’s immigrant and refugee communities;
  • Convene and collaborate with key partners and stakeholders, including but not limited to other City departments, immigrant leaders, and partner organizations at the local, state, and national levels;
  • Develop and guide an ONA advisory board that fosters a two-way line of communication between the Kelly Administration and Chattanooga’s New American community; and
  • Represent the City of Chattanooga and Mayor Kelly’s Department of Equity and Community Engagement in various external and internal settings, including before other City departments.

Programming and Management

  • Plan, administer, and evaluate programs within the department and work cross-departmentally to achieve ONA’s goals; and
  • Manage program budgets and grant reports/deliverables, including development, tracking, and overall oversight.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree or an equivalent years of experience AND
  • Three to five years of experience working in or with nonprofits, faith-based organizations, and/or community-based organizations that serve immigrant and refugee communities OR
  • Any combination of relevant educations and experience to successfully perform the essential functions of this position
  • Bilingual candidates are preferred.

KNOWLEDGE AND SKILLS

  • Strong and culturally competent communicator and collaborator with a deep understanding of the immigrant experience
  • A great communicator (written and verbal) with excellent interpersonal and public-speaking skills
  • Ability to work effectively with key stakeholders, engage a wide range of partners, and manage competing interests
  • Strong leadership skills and a demonstrated ability to make decisions and execute strategies successfully
  • Proven record of successfully incorporating equity, diversity, and inclusion principles and strategies into policies and organizations

SUPPLEMENTAL INFORMATION

All employees must maintain Tennessee residency from the date of hire.

This position requires satisfactory clearance of all post-offer processes that may include, but not be limited to, a criminal history background check and drug screening.
