We're seeking a Director of Operations who is willing to embrace our mission and help lead our Flight Operations as we continue to grow. This position is based at our headquarters in Palm Beach, FL. Salary is commensurate with experience and relocation assistance is included.
JOB TITLE: Director of Operations
DEPARTMENT: Leadership Team – PBI Headquarters
REPORTS TO: Chief Operating Officer, CEO
FLSA: Exempt
The principal role of the Director of Operations is to ensure the overall legal, safe, and efficient operation of the Operations Department. The Director is also responsible for the performance and supervision of personnel in flight operations.
This position reports to the Chief Operating Officer and CEO.
Essential Responsibilities include but are not limited to:
Formulates and implements departmental plans and policies.- Ensures and verifies that Company flight operations are conducted in accordance with
applicable FARs and Company regulations and policies.
- Maintains close liaison with the Director of Maintenance to ascertain status of
aircraft and forecasts down-time.
- Maintains and distributes the Company Operations Manual and appropriate revisions to
required personnel, as applicable.
- Directs the execution of Company policies, establishes operations, personnel, and equipment standards.
- Ensures prompt reporting, filing and follow-up action on required reports to appropriate
governmental agencies.
- Ensures that the proper entry, over-flight, and/or landing authorizations, when required,
are obtained on flights scheduled to depart the United States.
- Signs for the Company for the issuance and receipt of Operations Specifications.
- Establishes and maintains a close working relationship with the FAA Principal Inspectors having certificate responsibility over the company's air carrier operations.
- Through the Chief Pilot and Global Operations Center, the Director of Operations is responsible for the coordination, scheduling, flight planning, dispatch/flight release, monitoring, and cancellation of all flights and exercises operational control over flight release.
- Responsible for contract oversight.
- Conducts interviews of Operations personnel, hiring and discharging as required.
- Provides an adequate and current flight kit for each aircraft; maintains current aircraft check list.
- Ensures all aircraft have adequate forms and equipment for operation.
- Ensures that all Operations Bulletins have been distributed and read by each crewmember.
- Ensures distribution of Operations Manual, or portions thereof, to those in Distribution List.
- Supervises procurement, distribution, and posting of all information or memoranda relative to any changes affecting Company policy, route information, NAV aids, NOTAMS, requisition of flying aids, aeronautical charts, etc.
- Responsible for the record keeping requirement of FAR 135.63.
- Responsible for obtaining information unique to the safe operation of all existing and new aircraft models in the revenue fleet.
- Ensures the Electronic Manual System and Record Keeping Systems related to Flight Operations are maintained and that any revisions to the Manual System are included in Data Base(s) for availability via the EFB System.
- Meets and maintains qualifications to serve as a PIC in FAR 135 operations.
The duties and authority to accomplish these duties may be delegated as necessary; however, such delegation does not relieve the Director of Operations of the overall responsibility.
Job Requirements:
Must meet the requirements of FAR 119.71 (a):
(a) To serve as Director of Operations under § 119.69(a) for a certificate holder conducting any operations for which the pilot in command is required to hold an airline transport pilot certificate a person must hold an airline transport pilot certificate and either:
(1) Have at least 3 years supervisory or managerial experience within the last 6 years in a position that exercised operational control over any operations conducted under part 121 or part 135 of this chapter; or
(2) In the case of a person becoming Director of Operations -
(i) For the first time ever, have at least 3 years experience, within the past 6 years, as pilot in command of an aircraft operated under part 121 or part 135 of this chapter.
(ii) In the case of a person with previous experience as a Director of Operations, have at least 3 years experience, as pilot in command of an aircraft operated under part 121 or part 135 of this chapter.
Highly knowledgeable of the Operations Manual, FAA Regulations, Operations Specifications, flight manuals, etc., and other instructions pertinent to duties.- Ability to effectively communicate and deal with high-level corporate executives and all levels of the organization.
- In depth knowledge of applicable FAA regulations, International Civil Aviation Organization regulations, and the Airman's Information manual.
- History of successful and profitable aircraft operations.
- Thorough knowledge of operational and financial aspects of aircraft operations.
- Excellent interpersonal, analytical, and communication skills.
Miscellaneous Requirements:
Valid driver’s license and reliable transportation.- Computer, office equipment, phone skills.
- Ability to read, write and speak English effectively.
- Ability to work within a 24/7 operation including holidays.
- Ability to pass 10-year background check and pre-employment drug screen as required by company and/or airline regulations.
- At least 18 years of age.
- Authorized to work in the U.S. per the Immigration Act of 1986.
