REPORTS TO: Chief Financial Officer (CFO)

BASIC FUNCTION: The Director of Human Resources and Volunteer Services fosters a culture and work environment that is fair, equitable and inclusive and is responsible for all aspects of employee relations including recruitment and screening of applicants; hiring and onboarding new employees; benefits administration; coordinating staff development activities and supervisor/staff counseling; and updating personnel policies and procedures. The incumbent also supports NCS programs by developing volunteer capacity to enhance and expand agency programs and services; managing the recruitment, placement, and training of volunteers; and securing in-kind contributions for use by clients. The role is a full-time exempt role, with a hybrid option.

RESPONSIBLITIES

  • Foster a culture and work environment that is fair, equitable, and inclusive
  • Maintain and update job descriptions for all positions within the agency.
  • Maintain personnel files in compliance with applicable legal and funding requirements.
  • Ensure agency is compliant with federal, state and local laws and identify any potential legal issues to ensure that any potential liabilities have been identified and mitigated.
  • Post job openings; review, screen, and interview candidates for all positions prior to making referrals to the next level of the interview process.
  • Coordinate hiring of all new staff members, ensuring that managers complete the appropriate pre-hire paperwork (reference checking, memo of hire).
  • Negotiate new hire salaries ensuring that salaries are consistent with the levels for each position.
  • Oversee staff evaluation process, updating forms as needed including provision of guidance to supervisors on completing evaluations and ensuring evaluations and recommendations are clearly stated.
  • Work with HR Coordinator and labor counsel to update personnel policies and procedures as needed.
  • Manage all aspects of employee relations. Coach supervisors on communication with staff, managing staff performance and addressing disciplinary issues. Review all disciplinary memos with supervisors prior to dissemination.
  • Collaborate with program directors on training and staff development activities.
  • Provide staff with a safe environment to air their workplace concerns and counsel them on how to best handle these concerns.
  • Work with CEO and CFO to review benefits annually prior to renewals and supervise the Human Resources Coordinator in administering the benefits program.
  • Meet with program directors to determine volunteer needs in each program. Update the volunteer opportunities list and post openings as needed.
  • Recruit, interview, and place volunteers and interns in each program based on their skills and interests.
  • Oversee training for volunteers ensuring that staff, volunteer and residents needs are met.
  • Secure, implement, and manage partnerships with corporations, universities, community groups, faith-based organizations and government agencies to build on the existing infrastructure and ensure growth. Collaborate with Development Department staff in stewardship of volunteers.
  • Mobilize volunteers to solicit donations, organize collection drives, coordinate advocacy campaigns, market volunteer-related sponsorship opportunities;
  • Identify and develop volunteer leaders to head teams and activities;
  • Act as a liaison with NCS staff members, volunteer coordinators and other individuals in the community to effectively place volunteers.
  • Organize events to recognize the contributions of volunteers.
  • Act as a representative of NCS in the community and with contract agencies.

QUALIFICATIONS:

  • Bachelor’s Degree in Human Resources or other business-related discipline
  • 5 years or more relevant work experience, ideally with progressive human resources responsibilities
  • Thorough knowledge of employment related laws, regulations and best practices
  • PHR, SPHR, or SHRM certification strongly preferred.
  • Prior experience in a social services environment a plus.
  • Strong interpersonal, written and verbal communication skill
  • Bilingual in Spanish is a plus.
  • Positive and resilient attitude.

PHYSICAL REQUIREMENTS:

  • Regularly required to use near sight vision to operate a computer.
  • Regularly required to use routine office equipment including a computer and a telephone.

Job Type: Full-time

Pay: $80,000.00 - $95,000.00 per year
