POSITION SUMMARY
The Director of Homeless Services is responsible for the leadership of the Homeless Services Department at Interfaith Works consisting of more than 120 employees serving 1,100+ individuals a year. The Director heads the Homeless Services Leadership Team, which consists of two Deputy Directors, an Operations Manager and Data Manager. Together this team has oversight and management of 12 Homeless Services programs at IW. The Department has two major types of programs for people experiencing homelessness, Emergency Shelter and Supportive Housing, each of which are supervised by two separate Deputy Directors of Homeless Services.
The Director has expertise in clinical, direct service programs in a non-profit organization, and significant experience in program development, management and administration, as well as staff recruitment, training, and supervision. The Director has offices at the IW Women's Center in Rockville and IW at Progress Place in Silver Spring and spends time visiting all the other Homeless Services sites. Some of the work can also be done remotely.
Responsibilities:
Directly supervise the Homeless Services Leadership Team: the Deputy Director for Emergency Shelter (DDES), the Deputy Director for Supportive Housing (DDSH), the Operations Manager and the Data Manager.- Coordinate on-site visits with the two Deputy Directors to ensure programs are consistently supported at different times throughout the week.
- Using qualitative reports from the DDES and DDSH, as well as data from the Data Manager, monitor program quality and address any issues affecting the quality or efficiency of any of the Homeless Services programs or the services provided.
- Ensure alignment of all Homeless Services programs and staff with best practices, program procedures, organization policies, and contract requirements of Montgomery County and U.S. Housing and Urban Development (HUD).
- Assess the need for new programming and explore local and Federal funding sources.
- Explore and implement new and innovative practices and trainings into the department.
- Facilitate biweekly meetings with the Homeless Services Leadership Team to address issues arising in the department.
- With the two Deputy Directors, facilitate bimonthly Program Director meetings, bimonthly Program Support Manager meetings, quarterly Housing Service Coordinator meetings and quarterly Volunteer Coordinator meetings.
- Meet with the CEO on a biweekly basis, elevating any important issues needing attention from upper management to the CEO.
- Represent IW Homeless Services to the Board of Directors, the Montgomery County Continuum of Care (CoC), elected officials and the community.
- Attend Interfaith Works Senior Leadership and Leadership meetings.
- Hold semi-annual listening sessions with clients at programs, and meet with clients to address their grievances related to Homeless Services programs if they have not been resolved at the Deputy Director level.
- Attend conferences relevant to Homeless Services.
- Provide education and advocacy on issues related to homelessness and make local and state policy recommendations.
- Prepare for public events and tours with the CEO and Development Director, and if appropriate the Deputy Directors and Volunteer Coordinators,
- Attend Interagency Commission on Homelessness (ICH) meetings, ICH Committee meetings, SEPH Check-In meetings, as well as other CoC meetings as needed.
- Review and approve all Homeless Service program budgets and County contract budgets prepared by the DDES and DDSH.
- Review monthly, quarterly, semi-annual, and annual reports for Federal, State, County, Municipal funders and the IW Board of Directors.
- Monitor program financial statements as well as spend down of program budgets.
- With the Homeless Services Leadership Team, prepare and submit grant applications and RFP submissions issued by HUD or Montgomery County.
- Review and approve biweekly payroll and leave requests of the Homeless Services Leadership Team.
- Recruit and train members of the Homeless Services Leadership Team.
- Perform all other duties as assigned.
Qualifications:
A Master's Degree in Social Work or Counseling with 10 or more years of experience in providing direct services to those experiencing homelessness, and individuals struggling with mental health and substance use disorders.- Maryland licensure in Social Work or Counseling preferred.
- Five or more years of experience in program management, including recruiting, developing, and supervising staff in a clinical setting.
- Two or more years of experience working at the administrative level of non-profit programming, including experience in applying for and maintaining funding.
- Experience applying Trauma Informed Care, Motivational Interviewing, Harm Reduction, and Housing First approaches in program practice.
- Familiarity with local and federal policies related to homelessness.
- A commitment to the IW Core Values and upholding the dignity of those experiencing poverty.
- High degree of emotional intelligence and humility to work collaboratively with IW and Homeless Services leadership, staff and partners.
- Capacity to utilize collaborative, participatory, and directive management approaches when needed.
- Excellent written and spoken communications skills.
- Excellent organizational skills and attention to detail.
- Ability to work with efficiency, flexibility, and good humor.
- Proficiency with Excel, Word, and Outlook.
