The Cloud Operations & Innovation (CO+I) Commissioning team is responsible for managing the end-to-end delivery of new data center capacity for CO+I and commissioning of retrofits of existing data centers. Through development of leading program management and construction processes, this team is chartered with managing workflow across vertically and horizontally aligned project managers and teams to successfully deliver multi-million-dollar, multi-year data center construction programs.

The Director of Commissioning for US East projects (projects in Boydton, VA; Dulles, VA; Manassas, VA; Atlanta, GA; Charlotte, NC and all Cleared US projects) is responsible for the Program Management, Definition, and Execution of Datacenter Commissioning. This position requires the management of a very effective team of regional commissioning managers responsible for the daily oversight and management of commissioning projects. You will collaborate with architects, engineers, construction managers, network engineers, data center operations teams and finance teams to streamline and improve delivery of data center capacity. You will ensure your teams execute against scope, schedule and budget to deliver the latest generation of datacenter technology to Microsoft’s Online Services. You shall be responsible for estimating effort, developing a commissioning budget, test equipment and developing schedules for commissioning of US East Build projects. You shall be responsible for ensuring projects are commissioned in accordance with Microsoft's standards and directly manage the process for projects and support other Commissioning Projects in other Regions.

Design
  • Collaborates across disciplines and provides recommendations to leadership team to determine the need and the scope of design reliability risk analysis, test infrastructure development, or test execution internally or externally.
  • Collaborates across teams to ensure appropriate supplier or partner selection. Advises engineering teams on external supplier or partner engagement in broad areas. Focuses on long term strategy, and influences approvals to ensure alignment across teams and the organization.
  • Acts as an expert resource in niche areas and forward-looking technologies within and outside of their discipline on functional matters related to industry trends, competitors' products, and/or advances in various technical domains related to Hardware Reliability Engineering. Shares this information across the organization and advises others on the most impactful research topics to pursue in anticipation of future needs and challenges across similar products.
  • Oversees the characterization of the full spectrum of customer usage and expectations, ensuring that characterizations are appropriately based on user research, telemetry information, competitive analysis, publicly available data, and field information for a line of existing products. Evangelizes and obtains buy-in from internal and external partners.
  • Oversees the development of reliability specifications for products, ensuring that specifications are based on customer usage models and requirements, expected failure risks, and relevant reliability risk assessment methods. Resolves inconsistencies across a product line, brings clarity to ambiguous use scenarios, and drives communication and alignment from partner teams.
  • Works with stakeholders to create strategies for developing appropriate analyses, test techniques, or design/materials/process solutions to reliability challenges for a product line.
  • Works with stakeholders to create strategies for developing test techniques or design/materials/process that are novel or patentable analyses. Influences the development and negotiation of custom contracts that reflect this strategy.
  • Presents solution cases for quality and reliability challenges to organization leaders and stakeholders that span all three dimensions of business, experience, and technology (BXT).
  • Suggests modifications to device and reliability specification sheets based on their expertise and anticipation of needs for hardware testing/design of future products. Ensures that modifications add value to existing products and/or risk assessment procedures and shares this information broadly.
  • Reinforces the use of principles of Design for Reliability (DfR) across teams to ensure the design of more reliable products with up-front modeling, materials and process characterization, and other effective risk analysis vehicles.
  • Drives the performance of Failure Mode, Mechanism, and Effect Analysis (FMMEA) across teams to identify product line risks, customer impact, and potential mitigation solutions.
  • Oversees the development of qualification plans for a group of complex products. Reviews and implements any suggested improvements to qualification plans based on industry benchmarking, customer interaction, and/or cross-functional interaction.
Testing and Verification
  • Oversees the development, review, and execution of reliability qualification plans for a product line to assess reliability across the full spectrum of customer usage scenarios and to validate field exposure specifications.
  • Oversees the development of customized reliability qualification plans for specific product features, applications, or categories across teams.
  • Oversees the determination and implementation of appropriate reliability test equipment, fixtures, procedures, and personnel training requirements for executing existing reliability qualification plans across teams.
  • Oversees the documentation of test requirements as part of hardware designs specifications for a line of complex new features or products for internal use and/or for suppliers. Advises engineering teams on protocols for documenting test requirements.
  • Oversees the development of external testing supplier or partner engagement models across teams, ensures supplier or partner readiness is appropriately evaluated and that supplier or partner knowledge is documented for use across the product line.
  • Facilitates and drives the creation of cross-functional partnerships to support the development of dashboards or reports for testing and quality metrics.
  • Advises the implementation of data/statistical analyses across multiple engineering teams to ensure product lines are conforming to specified requirements and test cases to fully assess reliability across the full spectrum of customer usage scenarios; reports results of analyses to internal and external stakeholders.
  • Reviews the results of root cause analyses conducted across multiple teams working on similar features or product lines. Presents findings and suggested solutions to stakeholders to implement product line design changes.
  • Oversees the development of test vehicles for complex hardware components and products for use in testing and/or validation of a line of new products or product features. Outlines standards and priorities for the development of test features across teams.
  • Reviews and prioritizes failure analysis requests, determines types of analyses needed, secures resources required from cross-functional partners, develops, and manages failure analysis test plans, assigns analyses to the appropriate teams, and tracks productivity and success rates.
  • Oversees verification of proposed corrective and preventive actions across teams to ensure they address and correct known and potential problems for a line of complex products. Identifies opportunities to implement fixes for similar products and shares insights with relevant internal and external stakeholders.
  • Advises multiple engineering teams within the department on methods for evaluating the reliability of materials, properties, and techniques used in production.
  • Oversees the development of plans to ensure that mass-produced devices continue to meet the reliability level qualified at launch, defining ongoing reliability testing requirements and Critical to Reliability (CtR) metrics to be tracked across the supply chain.
  • Oversees the development and execution of plans to qualify post-launch product changes across a line of products.
Project Implementation
  • Reviews implementation plans and schedules across a product line. Influences decisions on project deliverables across teams by considering business risks. Identifies potential resources issues and proposes cross-organizational compromises.
  • Oversees the implementation of qualification plans and specifications for a product line. Takes action to resolve process gaps, create process improvement, and account for competitive threats, quality, performance, cost, schedule, risk, and capability.
  • Oversees the resolution of recurring hardware development engineering issues and implementation of recommended design qualification tradeoffs (e.g., elegance or manufacturing) to ensure design quality across a product line.
  • Oversees the assessment of significant project risks (e.g., supplier or partner delays, incomplete specs, or tool issues) and defines clear expectations for the development of qualification plans to address those risks across a product line.
  • Monitors project progress/status updates across project teams and anticipates potential challenges, shares details with key internal and external stakeholders as necessary (e.g., proactively resolves design issues, acquires resources, or identifies feasible alternatives).
Reporting and Documentation
  • Writes, reviews, and edits both standard and customized technical documentation prepared within their area for a product line and helps set documentation requirements across teams within their discipline or function to ensure consistency.
  • Advises and coordinates the administration of lab equipment calibration/certification across different teams within the discipline working on a product line.
  • Defines expectations and standards for the documentation of how various materials, components, and functions interact for a product line. Anticipates potential reliability or qualification issues and ensures documentation provides enough detail to help identify anticipated issues.

Qualifications

Required/Minimum Qualifications:
  • Bachelor's Degree in Mechanical Engineering, Materials Engineering, Reliability Engineering, Electrical Engineering, or related field AND 8+ years technical engineering experience
    • OR Master's Degree in Mechanical Engineering, Materials Engineering, Reliability Engineering, Electrical Engineering, or related field AND 7+ years technical engineering experience
    • OR Doctorate Degree in Mechanical Engineering, Materials Engineering, Reliability Engineering, Electrical Engineering, or related field AND 5+ years technical engineering experience.
  • Experience in Data Center facility maintenance, operation, construction and/or commissioning.
  • Experience managing personnel in a commissioning, construction or maintenance environment.

  • Commissioning Certification
  • OSHA 30 or higher qualification
  • NFPA-70E
  • Project Management Professional (PMP) certification
  • BSEE/BSME, Associate Degree in Engineering Technology or equivalent industry experience
Reliability Engineering M5 - The typical base pay range for this role across the U.S. is USD $133,600 - $256,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $173,200 - $282,200 per year.
