Director, Nursing Administration - Patient Care Services Medical and Surgical Acute Care

The Director of Patient Care Services is responsible for insuring the resources and infrastructure needed to develop and retain staff, implementation of cost-effective, evidence-based practices in order to optimize clinical outcomes and achieve the financial goals and operational efficiencies of the organization and the areas of responsibility. Director will be responsible for providing leadership oversight for 213+ FTEs assigned to Trauma Stepdown, Jefferson Med-Surg Units, Post Trauma, Medical Stepdown and Observation.

ORGANIZATIONAL STRUCTURE:

A. DIRECT REPORTS

Nurse Manager: Plans, coordinates and manages operations and activities of assigned nursing unit(s) to effectively and efficiently provide quality patient care services in accordance with patient needs, hospital policy and procedures and JCAHO/regulatory requirements to ensure optimal patient care.


Clinical Instructor: Plans and coordinates in-service orientation and continuing education programs. Creates schedules and conducts training programs for staff development, and offers instruction in improved methods of nursing service and procedures.


B. SCOPE OF RESPONSIBILITY AND AUTHORITY


All job functions and requirements are carried out within the context and framework, of Regional One Health’s mission. This position is bound by hospital policies and procedures, state and federal regulatory requirements, Joint Commission, and The Collective Bargaining Agreement.


The Director, Nursing Services has the authority to:


  • Operationally implement the strategic objectives of the division as relative to areas of responsibility in compliance with established hospital policies, laws, regulations and Collective Bargaining Agreement.

  • Direct and plan Nursing Services with the hospital's overall goals and objectives for health care.

  • Develop and recommend approval of departmental policies and procedures.

  • Negotiate and recommend contracts and/or changes for approval.

  • Develop and implement system measurements to monitor effectiveness of services rendered and evaluate intervention appropriateness.

  • Develop strategies for revenue generation, cost containment, productivity improvement, assets management and new services/programs.

  • Plan departmental budget, allocate resources and make financial decisions within budgetary limits.

  • Make personnel management decisions relative to direct reports within established policies and guidelines. Develop direct reports to facilitate efficient day-to-day operations.

  • Develop departmental policies and procedures.

The following decisions must be referred to next level of management:


  • Approval of policies and procedures and/or interpretation changes that affect entire hospital.

  • Approval of annual budget, objectives, unbudgeted expenditures, and direct reports’ performance evaluations.

  • Implementation of new programs and/or changes in existing programs.

  • Approval of recommended Nursing Services contractual agreements.

PRINCIPAL ACCOUNTABILITIES:


  • Apprises Vice President of all activities, pertinent changes in internal/external market, threats, and opportunities in a timely and anticipatory manner and presents action plans for immediate implementation/approval.

  • Directs functions and practices of Med Surg Units. Directs the formulation, development, and execution of plans, policies, and programs which meet the needs of the patients, providers and organization. Provides vision and action in designing and maintaining an efficient and effective nursing care delivery system.
  • Participates on the Nursing Executive Leadership Council (NEC) and coordinates nursing care activities for the following areas: Medicine, Surgical, Orthopedic, Post Trauma and Forensics/Detention with other patient care and nursing areas.
  • Responsibility for the integration of Nursing Services into primary hospital functions, as well as integrating interdepartmental and intradepartmental services. Monitors team activities with administrative team.
  • Provides for ongoing training and keeps staff informed of changes in departmental policy, changes in the provisions and requirements of patient care practices.
  • Supports initiatives designed to improve the quality of Nursing Services. Facilitates interdisciplinary team process and problem-solving. Investigates and resolves complaints from patients, hospital staff, and the general public.
  • Ensures compliance with organizational, regulatory and accreditation requirements.

  • Consults, works collaboratively and maintains a positive working relationship with other disciplines, participates in the plan, design, and evaluation of services.
  • Coordinates activities with administrators, medical staff, and heads of other departments.
  • Participates in Performance Improvement Programs to effect change, enhance delivery of services and problem solve within the organization.
  • Participates in risk management activities.

  • Directs the provision of optimal patient care in support of the mission statement of the organization, defined Patient Care Standards, and regulatory agency requirements for Medicine and Surgical patients.
    • Ensures the development, approval and implementation of standards of Nursing practices which support the mission and philosophy of the hospital, State of TN and Joint Commission accreditation.
    • Ensures patient care services are provided and plan of care implemented, as directed by the medical staff, according to medical regime and the nursing intervention appropriate for the patients' conditions and consistent with patient care policies and procedures, demonstrated competencies, and with consideration given to risk management, infection control practices and patient safety practices.
    • Makes rounds and provides managerial presence to ensure planned or required care is being provided to patients. Communicates with physicians, nursing and support staff, patients, and family members regarding patient care.
    • Assists in the development, implementation and monitoring of an accurate and effective documentation system.
    • Maintains accurate charge capture for services provided and effectively allocates resources to meet unit needs. Ensures financial charges are current and reconciled daily.
    • Ensures that medical equipment is maintained and functional and refers equipment for needed repairs.
    • Ensures nursing’s participation in evaluating, selecting and integrating health care technology and information management systems that support patient care needs and the efficient utilization of nursing resources.

  • Develops and sustains standards of care and practice which are consistent with current trends (for existing programs/services).
  • Assures program/service relevance and effectiveness.
  • Explores new clinical initiatives for expanding service line.
  • Seeks methods to streamline operational systems to improve program/service efficiency and effectiveness.
  • Contributes to division-wide strategic and operational plans.
  • Represents the Nursing Division in local, regional, and national programs.
  • Works as a catalyst to promote services to staff, physicians patients and community.
  • Suggests and implements approved marketing strategies.

  • Maintains responsibility for quality indicators within department. Coordination of plans and programs are implemented with various Medical Directors, hospital resources, medical staff, nursing and other personnel.
  • Identifies and establishes quality measures and standards required for continuous monitoring.
  • Performs audits and participates in joint commission mock inspections of nursing and patient care services.
  • Meets or exceeds all Joint Commission standards for areas of responsibility.
  • Participates in Performance Improvement Programs to effect change, enhance delivery of services and problem solve within the organization.
  • Assures that departmental monthly reports are received and that specific findings, conclusions, actions, recommendations, and follow-up activities are reported.
  • Participates in risk management activities.
  • Resolves clinical complaints issued by patients, families, or physicians.

  • Develops systems for analyzing, monitoring and reporting Nursing Services to meet objectives and regulatory requirements.
  • Develops and maintains documentation system. Ensures timely assessments, interventions, and inclusion of all relevant supporting medical information.
  • Plans, evaluates and interprets statistical and narrative analytical reports of department services relative to patient needs.
  • Directs the maintenance of records and the preparation of reports.
  • Makes recommendations or changes as needed to improve services and efficiency in operations/processes.

  • Participates in the development of the annual operating and capital budget. Manages the financial and capital resources of the department/service units by monitoring operating revenue and expenses, establishing and maintaining cost control programs. Has overall accountability for staffing levels, structure and skill mix and operating expenses. Implements new or revises current programs and/or services set out in the business plan.
  • Develops the Nursing budget, in collaboration with other nursing leaders and hospital personnel according to department policies and procedures.
  • Monitors and controls the cost-effective utilization of personnel and equipment on the unit, units or service.
  • Reviews and analyzes budget and other management documents/reports as requested/assigned.
  • Cost justifies all budgeted and non-budgeted capital equipment.

  • Directs, develops and motivates direct reports to ensure that a capable, productive staff exists in the department. Selects, trains, evaluates and initiates personnel actions in accordance with Human Resources policies and organization philosophy. Monitors staff competencies and adherence to departmental policies and procedures. Encourages professional growth and continuous professional development.
  • Develops, implements, and evaluates programs to promote recruitment, retention, development and continuing education of nursing staff members.
  • Enhances the clinical practice of staff members by coordinating training and development inclusive of orientation, ongoing education, and specialty programs appropriate to discipline and responsibilities.

  • Keeps abreast of best practices, current trends and developments in Nursing services. Maintains clinical competence commensurate to areas of responsibility. Completes required continuous training and education, including department specific requirements.

  • Utilizes manual and automated systems to improve efficiency and effect productivity.

  • Maintains an operational knowledge of all hospital and divisional policies and procedures.

POSITION REQUIREMENTS:


EDUCATION: Bachelor's degree in Nursing or related field. Master’s Degree in Nursing, Health Care Administration/Management, Business Administration or a related field preferred. Qualified by education, training or experience with the neonate, infant, toddler, pre-schooler school-age, adolescent, adult and/or geriatric patient population.


EXPERIENCE: Five (5) years of progressive experience in Nursing and Patient Care Services. Three (3) years in an administrative/supervisory capacity.


LICENSE/CERTIFICATION: Current license to work as Registered Nurse in TN.


KNOWLEDGE, SKILLS & ABILITIES:

  • Thorough knowledge of the principles, methods, materials and equipment utilized in Medicine, Surgical, Orthopedic, Post Trauma and Forensics/Detention Services.
  • Thorough knowledge of the principles, methods, materials and equipment utilized in patient care services.
  • Demonstrated organizational, management, planning and budgeting skills in dealing with people, problems, issues and information.
  • Demonstrated analytical skills necessary in order to solve technical, clinical, administrative, or managerial problems relative to complex plans, systems, and programs.
  • Demonstrated ability to manage multiple independent projects simultaneously.
  • Demonstrated communication skills necessary to interpret hospital policies in situations requiring persuasion, prepare and present presentations to hospital senior management, manage the performance of employees within a large or diverse department, or other duties requiring a comparable level of communication skills.
  • Experience in a union environment desired.
