JOB SUMMARY: The Director of Employment & Ability One Contracts provides leadership for the Employment & Ability One Contracts Program, ensuring that the program and services are in accord with best practice standards, contract and grant requirements, and Agency practices and procedures. The Director is accountable for the program’s fiscal, operational,administrative, personnel, development, and quality activities. The position participates in strategic planning and development of services and monitors performance goals against the plan.
Supervisory Responsibility: Provides administrative supervision of 14 FTEs and functional supervision of 31 Ability-One Staff.
ESSENTIAL DUTIES and RESPONSIBILITIES:
- Direct and oversee the operations and administrative functions of the Employment & Ability One Contracts program mailroom, administration, and custodial services - in support of overall program goals and objectives.
- Develop and implement strategies to effectively achieve program goals and objectives; and ensure compliance with Ability One/Source America, Occupational Safety & Health Administration (OSHA), and Department of Labor (DOL) governing policies.
- Manage the Source America employment ratios for Ability One compliance and monitor the accuracy and evaluation of time studies for DOL compliance.
- Provide leadership and direction to all program personnel; supervise program manager; oversee supervision of staff, which includes recruiting, staffing, hiring, performance evaluation, employee discipline, training, and professional development; set standards for and monitor customer service performance of staff; conduct regular staff meetings; communicate policies and procedures, and facilitate team dynamics.
- Foster strong collaboration with key stakeholders to ensure that the program strategy is in accord with the Agency’s overall strategy and goals.
- Develop program operating budget and provide fiscal direction to the program.
- Facilitate the preparation and submission of contracts, grant applications, and contract invoices.
- Oversee annual audits of the Department of Labor and Source America.
EDUCATION and EXPERIENCE:
- Bachelor’s degree in business, contract management, or related field, advanced degree preferred.
- 8 years ‘experience in Federal contracts, grant monitoring, and program management; experience in managing Ability One contracts, preferred.
- 3 years of supervisory experience including experience managing individuals with disability.
SKILLS and COMPETENCIES:
- Knowledge of management principles and practices and Knowledge of budgeting, inventory, and fiscal management principles.
- Skill in the use of computers, preferably in a PC, Windows-based operating environment and ability to communicate effectively in written and oral form
