The State of Connecticut, Department of Developmental Services (DDS) - North Region - has one full-time job opportunity for a Development Services Resource Compliance Coordinator (PCN 019179), to be based out of our East Hartford Office as a part of the Private Services Division. This is a first shift, 35 hours per week position with a schedule of Monday - Friday, 8:30 am - 4:00 pm.
In this role, we would entrust you to ensure that monthly Rent Subsidy payments are completed and that all relevant documentation is maintained. Along with other duties as needed, we would also have you:
- Update renter’s insurance reimbursement to current months balances
- Enter changes and new information into the CORE-CT system as needed via the Office of the State Comptroller (OSC)
- Act as a liaison with the DDS Business Office, Office of the State Comptroller (OSC), Department of Social Services (DSS), and other internal/external stakeholders

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Developmental Services, this class is accountable for conducting quality review, licensing and contractual adherence training and inspection visits at Community Living Arrangements, Supportive Living, Day Services, Community Companion Homes and other facilities operated by private providers to ensure quality of care to consumers.
EXAMPLES OF DUTIES
Responsibilities include but are not limited to the following:
- Maintain tracking spreadsheets
- Ongoing communication with individuals, support staff and case management
- Ensure adherence to Ethics Policy and monitor outcome of Ethics Reviews
- Review CLA citations and follow up with providers as needed
- Follow up with providers with issues identified during Quality visits
- Conduct Enhanced Contract monitoring visits
- Complete Resource Safety Compliance Checklist in residential and day settings
- Email Resource Management documents/authorizations to private providers
- Share DDS policy with providers and mentor these agencies on DDS expectations
- Ensure contractual compliance during site visits including required documentation is in place
- Conduct Utilization Resource Review (URR) visits in residential and day settings
- Complete Capital Improvement verifications
- Compile quality documentation/reports and forward to providers
- Review and enter completion dates for Abuse and Neglect recommendations
- Assist with processing Rent Subsidy documents
- Conduct Rent Subsidy inspections and complete required checklist
- Other duties as they arise within the Resource Management Division

KNOWLEDGE, SKILL AND ABILITY
Knowledge of modern methods of care, treatment and education of individuals with intellectual disabilities living in various community settings; knowledge of education or instructional techniques; knowledge of agency policy and procedures; interpersonal skills; oral and written communication skills; ability to interpret and apply relevant state and federal laws, statutes and regulations; ability to apply agency policy and procedures; ability to perform inspections and individual review; ability to utilize computer software.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Four (4) years of experience in the care, monitoring and individual life planning or directly providing support services to individuals with intellectual disabilities.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- An Associate’s degree or sixty (60) credit hours of college education may substitute for (1) year of the General Experience.
- A Bachelor’s Degree may substitute for two (2) years of the General Experience.
PREFERRED QUALIFICATIONS
Preference will be given to those who possess the following:
- Experience with Microsoft Office- Outlook, Word, Excel- Utilizing functions and developing reports in Excel
- Experience processing records used in an application process and evaluating for compliance with statues and regulations
- Experience working autonomously
- Experience entering and retrieving data and scanning documents
- Experience working a flexible schedule based on need or caseload
- Experience in performing on-site inspections and reviews of DDS waivered services for individuals with Intellectual Disabilities
- Experience reviewing plans of correction
SPECIAL REQUIREMENTS
- Incumbents in this class may be required to travel.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.
