Position Summary:

Odyssey Systems is recruiting for a Data Analyst to support research and operational health studies that have the goal of improving readiness, combat effectiveness, and soldier health. In this role, the Sr. Public Health Analyst will work within the Department of Epidemiology. Their research is directed toward a wide spectrum of public health issues affecting military readiness and national security. Tasks may require acquiring data from multiple military sources, entering, cleaning and merging data to create an analytic dataset, performing statistical analyses, generating results, and preparing reports and presentations.

Responsibilities:
Duties include, but not limited to:
  • Collaborate with a diverse team of epidemiologists, statisticians, physicians, data analysts, and military personnel to deliver knowledge products to multiple Department of Defense (DoD) stakeholders.
  • Assists senior staff in data manipulations and follow-up analysis.
  • Work directly with division staff on developing computer-assisted interviewing software, telecommunication links, encryption algorithms, system/software documentation, and methods for data quality assurance.
  • Database documentation including developing file structures and filename conventions, data dictionaries, and, standard operating procedures for data cleaning and review, development of final files, and, merging of files for analysis.
  • Database maintenance including regular and routine review of the status of databases and associated documents, standard operating procedures (SOPs).
  • Maintain multiple protocol books and chronicles manuscript preparation.
  • Develop hard copy tracking and filing system, evaluate forms and develops coding methods, identify study needs and collaborate with analysts and programmers on implementing study data management needs.
  • Responsible for International Classification of Diseases 9th and 10th edition coding, Department of Defense Instruction (DODI) accession coding, and Veterans Affairs Schedule for Rating Disabilities coding for all source data, and developing queries to answer simple descriptive questions.
  • Provide administrative support in the management of both WRAIR and field operations and technical programs.
  • Ensure all human subjects training and certification requirements are met, in particular regarding protocol submission, amendments, continuing review reports, and final reports.
  • Provide direct functional support to ensure timely submissions, amendments, continuing review reports, and closeout reports, in accordance with WRAIR IRB timelines.
  • Ensure reference library in support of AMSARA is maintained.
  • Provide direct functional support to staff for EndNote (or a similar referencing system).
  • Ensure manuscript text, tables and references are properly formatted for manuscripts being prepared for journal submission.
  • Conduct routine AMSARA website maintenance, updates, and modifications as needed.
  • Ensure research program objectives are communicated, met and documents results.
  • Coordinate and interface with other military and civilian collaborators.
Qualifications:
Citizenship: Must be a US citizen
Clearance : NACI clearance required, but may be required to attain Secret level clearance
Education: Bachelor’s Degree in computer science, biostatistics, information systems, or other applicable degree
Y ears’ experience: Five years of experience in clinical operations, quality improvement, or public health domain and five years of experience working with military datasets and regulatory documents.
  • Broad experience using SAS, MS Excel and SQL for data ingestion, transformation, analysis, and visualization designing and building analytic datasets primarily using SAS.
  • Expertise in data documentation ability, including creation/modification of data dictionaries, handling versioning and quality control of conflicting datasets.
  • Strong analytic, critical thinking, and decision-making skills and can identify and solve issues independently investigate and understand data issues and actively participate in course correction.
  • Working knowledge of WRAIR human subject protection, publication and data sharing agreement regulations and policies, and experience working with datasets, as well as working experience with PHI, PII, ICD-9/ICD-10 and DODI coding, completing inventories and managing/updating SOPs.
  • Ability to interact with military leadership and other personnel efficiently and clearly.

Preferred Qualifications:

  • Prior service or thorough understanding of the U.S. military, particularly experience with military health systems, data, or healthcare policies.
  • Experience with feeding business analytics tools such as Tableau, PowerBI, Sisense, etc.

  • Onsite at Walter Reed Army Institute of Research in Silver Spring, MD
  • May travel to meetings and conferences when necessary.
