The Records Management Group (RMG) protects, provides, and preserves the records of the Texas Department of Family and Protective Services. In order to support this mission, the RMG Management Analyst III (MA) which function title is Data and Tech Analyst, performs advanced consultative work by designing and conducting complex analysis of operational data and agency functions for management to support decision making and implementation of goals and initiatives. The position will be responsible for analyzing and reporting on data produced. This position will advise and consult with the RMG management team to identify priorities and gaps in service and quality delivery.
Additionally, this position will serve as the liaison for RMG with internal and external entities, stakeholders, subject matter experts, and information technology department to identify business requirements of the users and to coordinate the automation of new or improved existing systems to enhance business operations.
The position reports to RMG’s State Office Manager and maintains day-to-day communication and coordination with division managers and supervisors. May supervise the work of others. Work is performed under minimal supervision with extensive latitude for the use of initiative and independent judgment.
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Coordinates the design, planning and implementation of RMG program organizational studies, program policies, procedures and issues, and develops recommendations, solutions and best practices. Identifies critical RMG program policy and organizational issues, and conducts research and analysis of complex program concerns. Defines the purpose, scope, goals, objectives and requirements of studies and analyses. Evaluates results and study or survey data, and develops changes for RMG program policies, protocols and procedures. Evaluates historical, current and projected data regarding demands from stakeholders (Members of the Legislature, District Court Judges, District/County Attorneys, Law Enforcement, DFPS Program Staff) to identify trends, patterns and issues, and develops reports and recommendations. Provides in-depth data analyses to drive evidence-based changes to RMG policies, procedures, strategic planning and training modules. Provides advice, consultation and program data analysis and interpretation to management and staff. Serves as the liaison for RMG with internal and external entities, stakeholders, subject matter experts, and information technology department to provide RMG program technical guidance and data. Participates in RMG program strategic planning activities by providing data-supported recommendations. (20%)
Provides technical expertise regarding RMG policies, project management, procedures, regulations, rules, and guidelines. Coordinates the development and analysis of data designed to inform RMG policies and procedures. Analyzes current and proposed legislation affecting the RMG program and assesses potential or actual program impact using a data-driven approach, and assesses impact to the RMG program. Provides consultation, guidance, and quality assurance review to the RMG program and agency staff regarding policies, guidelines and state and federal legislative changes and updates. Conducts periodic, extensive analyses to evaluate organizational and administrative effects of changes to the RMG program and develops reports of findings and recommendations. (20%)
Coordinates, plans and directs the development and maintenance of RMG’s program databases. Provides guidance and consultation to designated information technology (IT) staff regarding RMG program business and data requirements to facilitate development and maintenance of the RMG program databases designed to collect, maintain and generate data and reports. Develops and defines the program’s requirements regarding data repository range, functionality and use, and manages data submission, extraction, reporting and maintenance. Generates comprehensive statistical analyses, and develops ad-hoc, custom and recurring division reports and disseminates as appropriate. Generates and analyzes information from the database to support ongoing refinement of RMG program policies, procedures, work methods and approaches, training and standard agency records protocols. Tracks data, incidents, reports and system issues, and performs testing to validate the integrity of database information and data. (20%)
Designs and develops performance measurement, risk assessment and decision-making methods and tools. Drives the development of process flows and redesigns using a data-driven approach. Performs risk assessments and impact analyses of proposed changes to RMG program systems and business processes. Manages studies and projects including issue escalation, change management processes, and addressing concerns raised in quality reviews with stakeholders and internal and external business partners. Facilitates meetings with agency programs to collect input regarding RMG policies, strategies, tools and resources, protocols and issues. Conducts analyses to prioritize policy and procedure changes to its operations as part of its strategic, operational, and business planning processes. (20%)
Develops communications regarding RMG program policy changes and newly developed policies and procedures. Designs, develops and coordinates review and dissemination of RMG program periodic program reporting requirements. Develops guidance regarding design, execution and communication regarding RMG program policies and projects for program management and agency management. Collaborates with RMG program stakeholders and agency and program staff to ensure timely and accurate communications. Develops informational materials and communications using a variety of computer software programs. Develops and delivers training regarding RMG programs, resources and strategies. Represents the RMG Division at meetings, conferences, committees, seminars and workgroups. (20%)
Knowledge of organizational development and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures.
Knowledge of basic principles of Business Analysis and Project Management.
Skill in administrative organization, project planning, assignment tracking, implementation processes, and status reporting.

Graduation from an accredited four-year college or university with a bachelor's degree.
At least three years of progressively increasing responsibility and professional experience with state government in planning, policy and procedures development, including experience with Records Management programs, services, and procedures, policy interpretation, project management, and government organization and administration.
Experience in the development of outcomes and performance measures, developing and presenting analyses, and managing the development of reports.
Preference is for someone with Business Process Analysis experience.
Preference is for someone with experience working in DFPS Records Management Group.
