This Credentialing Lead Worker supports the Department of Health's mission to protect and improve the health of people in Washington State by performing activities as the subject matter consultant and coordinator for highly specialized and multi-faceted licensing within the HSQA Credentialing Section.


This position serves as a journey level professional, providing technical credentialing consultation and assistance to health services providers and staff within health licensing, a public health program closely linked to the Department's mission. This position will coach, mentor, train, and serve as a technical consultant on difficult questions and complex, non-standard regulatory and licensing activities for Credentialing. This position identifies and resolves highly complex and unique problems and issues related to licensing legislation and policy, and recommends ways to improve the operating efficiency of credentialing processes within and between workgroups, agencies and partners. This ties directly to improving patient safety and fostering access to health care in Washington, important priorities for the Department of Health and Washington State.


This recruitment is for a full-time, permanent Health Services Consultant 2 (HSC 2) position within the Division of Health Systems Quality Assurance –
Credentialing Section.

The incumbent may be located anywhere within the State of Washington. Telework (mobile work) is currently expected. When approved, the incumbent will work with their supervisor to identify an appropriate work schedule and balance, including telework and reporting to the Tumwater duty station for work activities, if needed.

The division of Health Systems Quality Assurance (HSQA) is responsible for oversight of Washington State’s health care delivery system which includes licensing and regulating more than 463,000 health care professionals and 7,000 facilities. HSQA also works closely with communities and local health partners to build strong health systems and prevention programs across the state to help ensure communities have access to good health care and emergency medical services.

Duties include
:

  • Conduct assessments of credentialing applications and implement licensing and regulatory policies for public health programs.
  • Provide technical consultant and assistance to health service providers and staff on difficult questions and complex, non-standard regulatory and licensing activities for Credentialing.
  • Interpret, train, and explain complex health laws, policies, and processes.
  • Provide ongoing support for changes in credentialing functions as laws and rules change and/or new professions or facilities are added.
  • Provide guidance, technical expertise, and detailed quality review of work products and act in the Approver role in the automated system (ILRS).
  • Provide expertise, support and guidance to Credentialing Specialists in resolving complex inquiries and issues.
  • Identify and assess issues by collecting data and recognizing items not conforming to standard patterns. Provide recommendations for resolution.
  • Coordinate processing interactions among HSQA work units and programs in order to keep workflow and applications moving toward completion.

Required Qualifications

  • Two (2) or more years of experience resolving customer inquiries, problems, or complaints.
  • Two (2) or more years of experience processing applications for a health profession or facility credentialing program.
  • One (1) or more years of experience using the division’s Integrated Licensing and Regulatory System (ILRS) database.
  • Six (6) or more months of experience using computer software in the following:
    • Word processing software such as MS Word to create, format, edit, preview, print, and save documents as well as using standard functions to select, edit, copy, paste, format, and spell check text.
    • Electronic communications and calendar programs such as MS Outlook to compose, send, and respond to electronic mail, and coordinate schedules and schedule meetings.
    • Electronic database system to enter, update, and maintain records.
    • Using the internet as a research tool to find and download information.

Desired Qualifications

  • An Associate’s degree or two (2) years of higher education (quarter/semester credit equivalency).
  • Three (3) or more years of demonstrated knowledge and understanding of credentialing requirements, processes and procedures. Familiarity with commonly-used concepts, practices, and procedures within particular field of DOH credentialing.
  • One (1) or more years of experience reviewing documents and taking appropriate action based on an analysis of the information.
